Starting October 8, residents of Yamen Town will have a new "no back-and-forth trips" channel for handling rural homestead real estate registration: materials can be submitted at the town office, picked up by postal staff for review, and certificates will be mailed directly to their homes.

This is a new postal service for rural homestead registration called "Xinhuideng · Yiyouban," launched by the Xinhui Branch of the Jiangmen Real Estate Registration Center in collaboration with local natural resources offices and postal service resources.

The pilot program is being implemented in Yamen Town and will gradually be rolled out to other towns and streets in Xinhui District.

Under this system, residents can prepare their paper documents according to the required materials checklist for rural homestead certification (see table below), and choose to submit them to the natural resources office of their town or street.

Staff from China Postal Express will coordinate with the local natural resources office to collect the materials and deliver them to the Xinhui Branch of the Jiangmen Real Estate Registration Center for review.

Once the review is completed and the certificate is produced, China Post will deliver the real estate ownership certificate to the applicant and collect a delivery fee.

Through this full-chain closed-loop postal integration of the certification process, residents no longer need to make additional trips to collect their certificates after submitting materials at their local town office, achieving "zero errands, no round trips, and full coverage" in service handling.

Required Materials Checklist for Rural Homestead Certification (for houses built before March 23, 2020)

1. For those with a land certificate (where the name on the land certificate matches the applicant's ID name) but no property certificate, the required materials are: 1. "Homestead Use and House Ownership Approval Form" (issued by the town or street government); 2. Two maps and one form (including the real estate survey registration application form, one parcel map signed and confirmed by the rights holder at the diagonal of the red line, and one house floor plan); 3. Copy of second-generation ID card; 4. Original land certificate. Note: If the application is not made by the person themselves, a power of attorney and a copy of the agent's ID must be provided.

2. For those with a property certificate (where the house has not been demolished or rebuilt since completion, and the name on the property certificate matches the applicant's ID) but no land certificate, the required materials are: 1. "Homestead Use and House Ownership Approval Form" (issued by the town or street government); 2. Two maps and one form (including the real estate survey registration application form, one parcel map signed and confirmed by the rights holder at the diagonal of the red line, and one house floor plan); 3. Copy of second-generation ID card; 4. Original property certificate; 5. Cadastral survey form (issued by the natural resources office). Note: If the application is not made by the person themselves, a power of attorney and a copy of the agent's ID must be provided.

3. For those with neither a land certificate nor a property certificate, the required materials are: 1. "Homestead Use and House Ownership Approval Form" (issued by the town or street government); 2. Two maps and one form (including the real estate survey registration application form, one parcel map signed and confirmed by the rights holder at the diagonal of the red line, and one house floor plan); 3. Copy of second-generation ID card; 4. Cadastral survey form (issued by the natural resources office). Note: If the application is not made by the person themselves, a power of attorney and a copy of the agent's ID must be provided.
