The Market Supervision Administration of the Xinjiang Production and Construction Corps recently issued the Measures for the Evaluation and Awarding of the XPCC Patent Award, which sets out the purpose, principles, organizing body, award categories, review organization, evaluation indicators and their weights, award cycle and reward standards, and selection procedures, in a bid to further improve the intellectual property incentive mechanism, fully stimulate social innovation and creativity, and solidly advance the building of a strong IP-driven corps.
The XPCC Patent Award is held once every three years, with no more than 15 winners each time. The awards cover three major categories: invention patents, utility model patents, and design patents, and are divided into four grades: special prize, first prize, second prize, and third prize. The special prize focuses on recognizing core invention patent projects that have achieved major breakthroughs in national key technical fields and produced enormous economic and social benefits after transformation and application, while the first, second, and third prizes recognize high-quality patent projects that have achieved important innovative results in the research, development, and application of new products, new processes, and new materials, helping industrial technological upgrading, enhancing market competitiveness, and delivering significant social benefits.
The measures require that participating patent projects must have clear and lawful ownership, stable patent status, outstanding innovative advantages, remarkable implementation results, and conformity with industrial and environmental protection policies, and that applicants must abide by laws and regulations, have a good reputation, be free of ownership disputes of any kind, and have not previously won a patent award at the same or a higher level.
The measures specify that the selection process strictly implements a "two reviews and three public announcements" system, under which the XPCC Market Supervision Administration is responsible for preliminary review and re-examination, applicants, recommending units, and the XPCC Market Supervision Administration each conduct public announcements, and the XPCC Market Supervision Administration issues the award decision and presents certificates and bonuses.
