This year, the city has anchored its work on the main lines of digital intelligence empowerment, deep integration, and benchmark cultivation, vigorously promoting the upgrading and enhancement of productive services, guiding industries toward higher-value segments of the value chain, and empowering the all-round high-quality development of manufacturing through deep integration of advanced manufacturing with the services sector.
The city applies information technology to transform and upgrade traditional manufacturing, continuously addressing shortcomings, strengthening weak areas, and optimizing services, driving both the scale and quality of the information services industry to improve in tandem. To accelerate information infrastructure development, the city has issued the "Lvliang 5G Planning and Construction Action Plan" and the "Lvliang List of Free Public 5G Resources," making communication network upgrades and iterations a routine endeavor. As of now, the city has cumulatively built and activated 11,124 5G base stations, ranking among the top in the province; it has 2.64 million 5G users, 1.38 million broadband users, and 3.99 million communication users. 5G networks now reach all counties, and the city has successfully been designated a national "Gigabit City," laying a solid communication foundation for the digital information services industry.
With the hardware foundation secured, the city is now focusing on strengthening the software services industry. Closely aligned with the practical transformation needs of local leading industries, it is cultivating and expanding software and information technology service market entities, improving the localized digital service supply system, and precisely connecting with the intelligent transformation needs of the manufacturing sector. Statistics show that from January to July 2026, revenue from internet and related services in the city grew by 55.05% year-on-year, while revenue from the software and information technology services industry grew by 58.05% year-on-year. The industry's robust growth momentum and continuously strengthening specialized service capabilities provide strong industrial support for the digital transformation of manufacturing.
To move digital transformation from concept to practice, the city is accelerating the pace of "intelligent transformation and digital upgrade" in industrial enterprises. It regularly conducts free intelligent manufacturing diagnostics in partnership with telecom operators, carrying out specialized assessments for enterprises and tailoring bespoke digital upgrade solutions. For three consecutive years, it has organized industrial internet integration park activities, building supply-demand matching platforms that have attracted participation from over 200 enterprises above designated size, with more than 30 enterprises reaching cooperation intentions. Currently, the city has 67 enterprises certified for integration of informatization and industrialization, with the breadth and depth of digital transformation in manufacturing continuously expanding.
While strengthening digital services and promoting enterprise transformation, the city adheres to the principles of demonstration leadership and tiered cultivation. Focusing on improving manufacturing quality and efficiency and leaping up the value chain, it continuously refines the cultivation system, creates benchmark application scenarios, and optimizes the industrial development ecosystem. The city is vigorously building enterprise innovation platforms, and has now established 133 enterprise technology centers at various levels, including 2 at the national level, 38 at the provincial level, and 93 at the municipal level. These innovation platforms cover key industries such as baijiu, aluminum processing, coking, steel, fine chemicals, and new energy, helping enterprises tackle technical challenges and enhance overall industrial competitiveness.
The city implements a four-tier smart factory gradient cultivation mechanism—foundation, advanced, excellence, and leading levels—establishing dynamic management ledgers and adopting differentiated policies tailored to each category. Leveraging 16 foundation-level and 13 advanced-level smart factory demonstration enterprises, it guides companies in implementing equipment upgrades, production line renovations, and smart system construction projects, breaking down data barriers and promoting synergistic development within enterprises and across the industrial chain. Additionally, the city mines the transformation experiences of local enterprises to create a batch of replicable and scalable demonstration cases. The "explanation/training digital human" developed by Shanxi Pengfei Group has been selected as a typical metaverse case by the Ministry of Industry and Information Technology, capable of serving industrial scenarios such as pre-job training and equipment explanations, enhancing talent cultivation efficiency. Both Pengfei Group and Shanxi Dongyi Coal-Electric-Aluminum Group Coal Chemical Co., Ltd. have been selected as provincial pilot sites for chief data officers, promoting the release of enterprise data resource value.
