Jiangxi Family's Subsistence Allowance Cancelled Over Hong Kong Concert Trip? Alleged Relative Speaks Out: Officials Issued Repeated Warnings Before Departure

A recent online controversy has ignited over a reported incident in Jiangxi province, where a young woman's family allegedly had their subsistence allowance revoked after she traveled to Hong Kong to attend a concert. The claim, which has triggered widespread public debate under the trending topic of "Daughter's star-chasing costs family their welfare," was detailed in a now-deleted online post by a user claiming to be the young woman's cousin.

According to the post, prior to the young woman's trip, local paired-assistance workers and her family members had repeatedly advised against the journey. They reportedly warned her that high-consumption outbound travel might trigger a dynamic review of her family's subsistence allowance eligibility. Despite these warnings, the woman proceeded with the trip to Hong Kong. Upon her return, civil affairs authorities launched a review based on her outbound travel records, and reports emerged that the entire family's subsistence allowance status had subsequently been revoked.

As of September 6, a news outlet noted that the original online post had been taken down. In response, the Ganzhou Municipal Civil Affairs Bureau stated that both the city-level and subordinate county-level authorities are currently investigating the matter, with the specific details of the case yet to be confirmed. Legal expert Li Su, a lawyer from Beijing Huicheng Law Firm's Shanghai Branch, commented on the situation, analyzing that if the online reports prove to be true, the determination of subsistence allowance eligibility is based on the family's overall economic condition, and such households are subject to dynamic checks. Self-funded outbound tourism and entertainment are considered high-consumption activities that fall under review criteria, and if warranted, subsistence allowance benefits can be legally terminated.

However, the lawyer also pointed out a nuance in the case, noting that there is room for discussion under the principle of administrative proportionality regarding whether a single instance of entertainment spending should be sufficient to revoke the entire family's benefits. Furthermore, it was emphasized that when civil affairs departments decide to suspend subsistence allowance payments, they are obligated to provide a written explanation of the reasons. If the individuals involved disagree with the decision, they retain the legal right to apply for administrative reconsideration or initiate administrative litigation.
