Floodwater Surges into Shanghai Compound, Forcing Swift Relocation of Over 3,000 Vehicles

On August 10, persistent heavy rainfall from Typhoon "White Dolphin" triggered severe waterlogging in several low-lying residential areas across the city. In Meilong Town, Minhang District, the Hongjingyuan Compound experienced flooding after adjacent Jinglian Road's accumulated water overflowed into the community, with internal road water levels reaching ankle depth by around 6-7 AM. In response, property management deployed nine water pumps for non-stop drainage and quickly activated a vehicle relocation plan, guiding residents to move cars and motorcycles to the higher ground along Hongmei South Road. A rapid "emergency relocation" effort to safeguard over 3,000 resident vehicles unfolded amid the storm.

Following the typhoon warning, staff from the Hongjingyuan Compound's neighborhood committee and property management immediately implemented 24-hour duty rotations. Due to the intense, concentrated rainfall, severe waterlogging occurred on Jinglian Road surrounding the compound, causing rainwater to surge rapidly into the community. "Around 4-5 AM, our patrols found some internal roads starting to flood, with water already covering our feet," recalled Shen Yuqi, the compound's property manager. "By 6-7 AM, the water level quickly rose to ankle height. The main reason was the deep water on Jinglian Road outside, which caused backflow." Faced with the sudden flooding, the property's emergency plan was swiftly enacted. The two main gates connecting the compound to Jinglian Road became critical barriers against the water. Staff urgently secured nine water pumps to continuously drain the floodwater, slowing the rate of water level rise.

A "vehicle defense campaign" was quickly launched for the compound, which houses over 900 cars and more than 2,700 motorcycles. Wang Junmei, Party branch secretary of the Hongjingyuan Compound residents' committee, explained that to prevent rainwater from entering underground spaces, workers stacked sandbags at the entrances to underground parking garages, forming a waterproof barrier. They also cut power to six above-ground and underground motorcycle parking areas, installed baffle plates, and used community leader groups, Party member groups, homeowner groups, and loudspeaker announcements to assist residents in moving vehicles to the surface. As of now, all motorcycles have been relocated to ground level. For the remaining parked cars, staff noted that the area near Hongmei South Road, being on higher ground, had lighter flooding. Security personnel then guided residents to park their vehicles centrally on that side of the road. "The property team kept helping us move cars this morning, which gave us some peace of mind," one resident reported. In the most severely flooded spots, some vehicles had half their tires submerged, but early assistance from property staff in moving cars prevented damage. Meanwhile, an emergency rescue team from Meilong Town's City Investment Company arrived to support drainage efforts on Jinglian Road, with operations continuing in an orderly manner. Property and neighborhood committee staff stated they would remain on site to monitor water levels, expecting the internal flooding to gradually ease once external road water recedes.
