Beijing's Haidian District Plans Major Incentives with Up to 100 Million Yuan for New Intelligent Manufacturing Projects

A conference on the development of producer services in Haidian District was held on August 8 at the Zhongguancun International Innovation Center, focusing on digital-intelligence integration and chain-based leaps. During the event, Haidian unveiled proposed policies across three key sectors: technology finance, intelligent manufacturing, and technology services, with the intelligent manufacturing sector set to introduce eight support measures, including a maximum funding of 100 million yuan for new projects.

Haidian plans to maintain a dynamic reserve of at least 100 hard-tech listed candidate companies annually. Ma Guangyao, the Executive Vice Mayor of Haidian District, provided a systematic interpretation of the three proposed policies. In the technology finance sector, seven measures are proposed to support the listing of hard-tech enterprises in areas such as artificial intelligence, commercial aerospace, quantum technology, biomedicine, and embodied intelligence, with a plan to reserve no fewer than 100 candidate companies each year. To expand patient capital and broaden financing channels, Haidian will attract flagship equity investment institutions, utilize convenient tools like mergers and acquisitions, refinancing shelf registrations, support the issuance of sci-tech innovation bonds, and advance the layout of new infrastructure REITs. Additionally, Haidian aims to establish a nationally influential technology finance cluster centered on Zhongguancun West Zone.

The eight support measures in the intelligent manufacturing sector focus on breaking through industrial chain pathways and allocating development factors. Haidian will promote the open sharing of pilot testing platforms, introduce pilot testing vouchers, support the deployment of specialized pilot testing lines, and accelerate the industrialization of technologies and products. It will also open up enterprise production scenarios, coordinate the construction of pilot testing spaces, enhance the capacity of standard factory buildings for industrial use, and strengthen funding guarantees for small and medium-sized enterprises through diversified measures such as loan interest subsidies, special bonds, policy-based finance, and low-cost loans.

In the technology services sector, Haidian proposes a three-year action plan targeting high-end, intelligent, integrated, and international development directions. The plan includes five major actions: transforming achievements for quality, building a foundation with carrier platforms, nurturing innovation elements, upgrading service capabilities, and empowering international collaboration, encompassing a total of 18 measures. The plan aims for Haidian's technology services industry to achieve a total revenue of 350 billion yuan by 2028, and to establish a globally influential international technology service demonstration zone by 2030.

"These three policies are currently in the public consultation phase. Enterprises have the most say in whether the policies are useful and effective," Ma Guangyao stated, hoping that all parties will actively provide feedback, which the Haidian District Committee and Government will carefully consider and fully incorporate. Xu Xinchao, Deputy Secretary of the Haidian District Committee and District Mayor, noted, "In 2025, Haidian District's gross regional product reached 1.37 trillion yuan. The service sector's share has remained above 90% for 10 consecutive years, with producer services accounting for more than 80% of the service sector. This shows steady scale growth, continuously optimized structure, and high-level, high-speed development." He added that Haidian is building a full-chain service system around the transformation of scientific and technological achievements, the integration of digital and real economies, and professional service support to bolster scientific innovation and industrial development.

During the open exchange session, representatives from nine organizations, including Zhongguancun Development Group, offered suggestions on policy implementation, industrial pain points, and future development. Participants discussed topics such as building a team of technology managers, opening and sharing pilot testing platforms and service resources, financing for technology enterprises, and intellectual property and overseas expansion services.

The "Smart Valley Pilot Testing Port" plan was unveiled, and the Technology Services Innovation Alliance was launched. During the conference, Tang Chao, Deputy Director of the Zhongguancun Science City Management Committee and Vice Mayor of Haidian District, released the "Smart Valley Pilot Testing Port" plan for Haidian. The "Smart Valley Pilot Testing Port," located in Haidian's "waist" area of Xisanqi, aims to focus on the "AI+" track over the next three to five years. It will continuously improve the quality of pilot testing spaces and build a full-stack AI pilot testing platform cluster. According to the plan, by the end of 2026, the initial launch area of the "Smart Valley Pilot Testing Port" will be established, with nearly 50,000 square meters of available construction space. Projects already underway include an embodied intelligence pilot testing platform and a high-end medical device CDMO pilot testing platform. Planned projects include a scientific discovery autonomous laboratory, an AI-native materials laboratory, and a superconducting chip pilot testing line. By the end of 2028, the mid-term expansion zone will take shape, featuring two specialized industrial clusters: "AI + Embodied Intelligence" and "AI + New Materials." On-site, four key pilot testing platforms—including the superconducting chip pilot testing line, the AI-native materials laboratory, the embodied intelligence pilot testing platform, and the Beijing high-end medical device CDMO pilot testing platform—were signed for centralized landing, aiming to bridge the critical gap from laboratory research to engineering mass production for "AI+" achievements. Concurrently, the "Haidian District Technology Services Innovation Alliance" was inaugurated. The alliance initially includes 80 member units covering research and development, intellectual property, incubation and acceleration, technology finance, and technology media. It plans to establish three specialized committees: R&D Innovation, Technology Trading and Intellectual Property, and Incubation and Acceleration, to facilitate the supply-demand connection of technology services and improve the regional innovation service ecosystem.
