Hunan Province Unveils Ambitious Plan to Accelerate Intelligent Robot Industry Growth

The General Office of the Hunan Provincial People's Government has released an official implementation opinion, document number Xiang Zheng Ban Fa [2026] No. 42, outlining a comprehensive strategy to boost the high-quality development of the intelligent robot industry across the province. This directive is directed at all city, prefecture, and county-level governments, as well as all provincial government departments and agencies, to align with the central government's strategic initiatives on the "AI+" action and the cultivation of embodied intelligence industries.

The plan focuses on building a complete intelligent robot industry chain—covering industrial robots, service and consumer robots, and special operation robots—that integrates key materials, core components, R&D, pilot testing, smart manufacturing, application scenarios, and data feedback. The goal is to push for collaborative innovation and industrialization across all links. By 2028, the province aims for the industry's total revenue to surpass 100 billion yuan, significantly enhance the development of key materials, advanced manufacturing processes, and core components, and cultivate around five leading "chain master" enterprises along with a number of specialized and innovative supporting firms. The ambition extends to 2030, targeting a total revenue of over 200 billion yuan, the establishment of a self-sufficient system for core components and key materials—such as precision drives, high-precision sensors, motion controllers, and lightweight alloys—and the cultivation of approximately 10 chain master enterprises, ultimately positioning the province among the national leaders in the industry.

Chain Master Enterprise Cultivation

The initiative will focus on cultivating chain master enterprises across the entire upstream, midstream, and downstream intelligent robot industry chain. This involves establishing a normalized, province-city collaborative support mechanism, encouraging enterprises to integrate cross-industry resources, and transitioning them towards technology-exporting and ecosystem-operating models. Listing service mechanisms will be improved to facilitate faster access to capital markets for various robot companies. Chain master enterprises will be encouraged to lead the formation of innovation application consortia to undertake national and provincial-level major science and technology projects.

Transforming Traditional Manufacturing Strengths

A key strategy is to guide companies in rapidly migrating traditional manufacturing advantages towards intelligent robot production. Enterprises in sectors like engineering machinery, rail transit equipment, and aerospace will be supported to leverage their capabilities in precision machining, advanced die-casting, and final assembly integration to expand into robot components such as structural parts, joint modules, and high-precision reducers. They will also be encouraged to cross over into full machine R&D. The plan also promotes the transformation of electronic and information software and hardware technologies into areas like servo drives, motion controllers, vision and force sensors, and algorithm models. Furthermore, enterprises producing high-strength wear-resistant steel and lightweight aluminum alloys will be guided to develop robot-specific structural materials and integrated bone frame components.

Creating a Closed-Loop Industry Chain

To build a complete industry chain, the province will create a comprehensive map of the intelligent robot value chain and implement targeted actions to fill gaps and strengthen weak links. The plan supports breakthroughs in key basic materials and processes, achieving self-sufficiency in core substances like light alloys, PEEK specialty plastics, and high-energy-density storage materials, and mastering micron-level ultra-precision machining, complex surface forming, and surface integrity control. Specific focus will be placed on cultivating specialized and innovative enterprises in areas such as RV/harmonic reducers, integrated servo joints, control and sensing components, operating systems, algorithms and databases, lightweight flexible actuators, high-performance encoders, and robot-specific chips. The goal is to create a series of competitive full-machine brands in fields like industrial manufacturing, medical services, smart logistics, emergency rescue, and intelligent construction.

Enhancing Industrial Clustering and Quality

All cities and prefectures are encouraged to leverage their unique resource endowments to attract high-quality enterprises, deepen cross-regional industry cooperation, and expand distinctive application scenarios to build related supporting industrial chains. The plan aims to establish at least two provincial-level intelligent robot industry clusters. A clear regional division of labor is outlined: Changsha will focus on robot bodies, high-end controllers, and embodied intelligence algorithm R&D, acting as the technology source and innovation hub. Zhuzhou, Xiangtan, and Hengyang will concentrate on motors, electronic controls, precision joints, and general components for embodied intelligence. Shaoyang will develop industrial robot wiring harnesses and joint motors. Yueyang will focus on servo motors. Changde will specialize in joint connectors, structural parts, and data services. Yiyang will target carbon-based composite materials and electronic components, while Chenzhou will focus on service and consumer robots. Yongzhou will develop joint modules and servo motors, and Loudi will focus on precision castings and forgings and smart home service robots.

Boosting Innovation Capabilities

The province will support the construction of high-level innovation platforms. By leveraging local enterprises, universities, and research institutions, the plan calls for the establishment of key laboratories, technology innovation centers, and pilot testing bases focused on core technologies in the intelligent robot field. Industry-specific colleges, public technology service centers, and real-world training and data collection sites will be built through university-enterprise collaboration. Incentive programs, such as major science and technology projects and an "open competition" mechanism for advanced manufacturing, will be used to support breakthroughs in core technology equipment. A fast-track patent review and protection mechanism will be established to shorten the time for innovation achievement confirmation, and the distribution of income from tech achievements will be adjusted to increase the share for researchers.

Opening Application Scenarios

A regular "Intelligent Robot+" campaign will be launched, targeting specific needs in areas like production line transformation, education, medical care, elderly care, logistics, tourism, emergency rescue, smart agriculture, and intelligent construction. Government departments and state-owned enterprises are encouraged to lead the way in opening up application scenarios. The province will dynamically publish a list of robot application scenario demands and capabilities, supporting about 20 typical scenarios annually. The establishment of robot comprehensive service centers will be promoted, along with the formation of industrial platform companies to develop new business models such as robot equipment leasing, robot-as-a-service, secondary development, scenario matching, maintenance and remanufacturing, and data training.

Cultivating Innovative Products

The plan encourages enterprises to accelerate product innovation, supporting the development of about 30 innovative products annually to facilitate their mass production and iterative upgrades. A mechanism for promoting the application of innovative products will be established, including qualifying them for inclusion in promotion catalogs, equipment renewal programs, and first-set (first-unit) insurance compensation schemes to drive initial use and large-scale adoption. A provincial-level robot standardization technical committee will be set up to accelerate the development of local standards for group standards and technical specifications. Universities and research institutes are encouraged to lead or participate in the formulation of international, national, and industry standards, building a comprehensive intelligent robot standard system covering whole machines, core components, key materials, and typical application scenarios.

Strengthening Data and Computing Power Support

A collaborative support system for "data, computing power, and algorithms" will be established to create a low-cost, high-efficiency R&D testing environment. The plan involves building industry-specific trusted data spaces to collect and desensitize data from operating conditions, machine vision, and multi-sensors, and carrying out professional annotation to support the development of high-quality datasets for embodied intelligence R&D. Computing power resources will be expanded and upgraded, with a dedicated computing pool for robots and edge computing nodes in key industrial parks. A multi-tiered computing power supply system will be formed through a provincial scheduling platform. The plan also supports the construction of a public service platform for robot digital twins and simulation testing, providing services like motion simulation, task planning, and safety verification in virtual environments. Open-source operating systems and simulation test toolchains will be established to build an open and shared R&D testing ecosystem. A "AI + Service" application platform will be built to integrate modules for supply-demand matching, resource allocation, and financing credit enhancement, offering one-stop industrial services.

Talent Recruitment and Training

A dynamic list of the most sought-after high-end and urgently needed talent in the intelligent robot industry will be published to attract leading experts, outstanding engineers, and young innovation teams. Universities in the province are encouraged to establish interdisciplinary programs in fields like robot engineering, embodied intelligence, and precision manufacturing, with support for new courses and curriculum development. A number of key industry-education integration projects will be selected and built, along with provincial-level engineer collaboration and innovation centers. The plan also supports the creation of university-enterprise robot training bases and joint laboratories, as well as the hosting of high-level robot competitions and events to support innovation talent and projects.

Financial and Fiscal Guarantee Mechanisms

The province will strengthen the coordination of national and provincial financial resources, continuously increasing investment in key areas such as technology research, enterprise cultivation, platform construction, scenario creation, talent development, and industry competitions. The Jin Furong Investment Fund will be leveraged to expedite the establishment of a targeted future industry sub-fund with a scale of 10 billion yuan, guiding social capital towards the intelligent robot sector. Financial institutions will be encouraged to innovate credit products, including supply chain loans and special loans for R&D and scenarios. Existing support policies, such as discount loans for small and medium-sized enterprises, risk compensation mechanisms, and value-based loans based on commercial credit or scientific knowledge, will be implemented to broaden financing channels and lower costs. The guarantee and leasing mechanisms will be improved, including using financial leasing to promote robot products and encouraging government-backed guarantee institutions to provide credit enhancement support. A comprehensive technology insurance system will be established to support enterprises in insuring their technology, creating a diversified, multi-tiered financial and fiscal guarantee system.

Implementation Safeguards

A special task force for the intelligent robot industry will be established under the existing leadership group for building a strong manufacturing province. This task force will be responsible for formulating provincial-level support policies and coordinating solutions for major industry development issues. A statistical monitoring system will be established to track the entire industry chain, enabling dynamic data monitoring. All city, prefecture, and relevant provincial departments are required to strengthen industry operation scheduling and coordination services, regularly assess the development situation, and propose actions. International exchanges and cooperation will be enhanced through platforms like the World Computing Conference and the China-Africa Economic and Trade Expo. The role of industry organizations will be leveraged to collectively drive the accelerated development of the province's intelligent robot industry. This implementation opinion takes effect on the date of issuance and will be valid for five years, having been issued by the General Office of the Hunan Provincial People's Government on August 15, 2026.
