HKBN Announces 2026 Leadership Transition: Chairman Ling Hao to Resign, China Mobile HK CEO Shi Xiaoping Named Successor

HKBN Ltd. (the Group) disclosed a boardroom reshuffle effective 11 September 2026. Executive Director and Board Chairman Ling Hao will resign from all positions, including Chairman of the Nomination Committee, citing other work commitments. Ling confirmed no disagreement with the Board and no matters requiring shareholder attention.

Concurrent with Ling’s departure, Shi Xiaoping will assume three roles—Executive Director, Board Chairman and Chairman of the Nomination Committee—on the same date. Shi, aged 53, currently serves as Chairman and Chief Executive Officer of China Mobile Hong Kong. Her 25-year telecommunications career includes senior posts within China Mobile Communications Group, covering engineering construction, network operations, compliance and executive management. Shi holds a master’s degree in Software Engineering and a bachelor’s degree in Communication Engineering from Beijing University of Posts and Telecommunications and is a Professor-level Senior Engineer.

According to the appointment letter to be executed, Shi will hold office until HKBN’s next annual general meeting, after which she will be eligible for re-election and subsequently subject to rotational retirement under the company’s articles. No emolument has been set for her directorship; remuneration will be reviewed by HKBN’s Remuneration Committee and the Board.

As of the announcement date, Shi has no shareholding in HKBN, no other roles within the Group and no relationships with directors, senior management or substantial shareholders. The Board extended appreciation to Ling for his service and welcomed Shi’s forthcoming leadership. Following the changes, HKBN’s Board will consist of three Executive Directors (Shi Xiaoping, Li Xin, Shen Qingyi), one Non-executive Director (Luo Weimin) and three Independent Non-executive Directors (Cheung Ming Ming Anna, Chung Cordelia, Chung Kit Yi Kitty).
