The power sector has become a benchmark scenario for effective implementation. The Qujing Bureau of China Southern Power Grid's Ultra High Voltage Company has achieved full coverage of autonomous, refined drone inspections across its entire network of over 1,720 kilometers of transmission lines, ranging from 10kV to ±800kV. Compared to traditional manual drone control, the inspection time per single tower has been reduced from 8-10 minutes to 3-5 minutes, and the daily inspection range has increased by over 50%. For high-risk, remote areas like high mountains, deep valleys, and cross-river gorges that are difficult for personnel to reach, drones completely replace manual foot patrols. This not only reduces frontline inspection manpower needs by over 40% and saves more than one million yuan in annual labor costs but also fundamentally eliminates safety risks associated with field operations, achieving triple improvements in safety, efficiency, and cost reduction for power inspections.

The effectiveness of low-altitude empowerment extends beyond industrial operations to fully permeate grassroots urban governance, becoming a key driver for enhancing Qujing's refined city management capabilities. In Yuezhou Town, Qilin District, local authorities utilize a smart low-altitude command platform, deploying drones for three-dimensional aerial patrols. These patrols conduct comprehensive, no-blind-spot inspections of local waterways, forests, and towns, accurately identifying various hazards such as illegal construction, pollution discharge, forest fire risks, and illegal fishing. This establishes a closed-loop governance system of "aerial patrol, intelligent dispatch, and ground handling." This model effectively addresses the shortcomings of traditional manual and vehicle patrols, which often suffer from numerous blind spots, weak coverage, and low efficiency. It has increased grassroots patrol efficiency by over 50%, transforming township-level governance from "passive response" to "proactive prediction."

Capitalizing on its unique terrain featuring mountains, river valleys, and urban areas, Qujing is diversifying and expanding low-altitude application scenarios tailored to local conditions, achieving full utilization of airspace resources. Currently, low-altitude operations cover the entire central urban area, townships, and remote mountainous regions. They are widely applied in government affairs and public service scenarios like dust control, water quality monitoring, emergency rescue, and material delivery. Concurrently, innovative cultural tourism formats are being developed, including canyon low-altitude sightseeing and aerial shows, deeply integrating the low-altitude economy into urban development and public services.

Behind the implementation of these scenarios is the robust support of Qujing's complete low-altitude intelligent manufacturing industry chain. The low-altitude intelligent manufacturing park in the Qujing Economic Development Zone has achieved full-chain local production of industrial drones. By leveraging the advantages of the local lithium battery industry, it fills gaps in core components. It collaborates with communication companies to build a full-area low-altitude route network, addressing industry pain points such as "unauthorized flights, chaotic flights, and unstable signals." Drone equipment developed and produced by local enterprises is fully compatible with scenarios like government management, ecological protection, and emergency response, compensating for weaknesses in local equipment manufacturing and laying a solid foundation for the large-scale development of the low-altitude industry.

To bridge the gap between manufacturing and application, Qujing has built an integrated low-altitude smart operations platform. This "low-altitude smart brain" aggregates operational data from across the region, using AI to intelligently identify various hazards and automatically issue early warnings and dispatch tasks. In May of this year, local enterprises, in partnership with a communication unit, secured a 3.96 million yuan low-altitude government flight service project, creating an integrated service model of "platform + communication + support" and building a positive industrial cycle system.

Talent cultivation and technological innovation provide sustained momentum for the industry. Qujing relies on university industrial colleges to conduct research in key areas such as core drone materials and sensing technology. Simultaneously, it has established 11 professional training institutions and set up a Civil Aviation Administration of China drone pilot license testing center for the Yunnan, Guizhou, and Guangxi region, having trained over 600 certified pilots, thus strengthening the industry's talent foundation. Moving forward, Qujing will continue to improve the low-altitude industry chain's supporting facilities, persistently expand diverse "low-altitude +" application scenarios, and grow the low-altitude manufacturing cluster. Its goal is to become a leading low-altitude economic development hub within the province and a renowned one in the southwest, making the blue skies a new engine driving regional high-quality development.
