According to the official WeChat account "Haikou Release," on August 26, the 31st session of the Standing Committee of the 17th Haikou Municipal People's Congress was convened. The meeting voted to accept Ding Hui's resignation from the position of Mayor of Haikou Municipal People's Government; decided to appoint Zhang Yong as Deputy Mayor of Haikou Municipal People's Government, and decided that Zhang Yong would serve as Acting Mayor of Haikou Municipal People's Government.

Zhang Yong was previously the Party Secretary and Director of Guangdong Province Housing and Urban-Rural Development Department, and has recently assumed the positions of Deputy Secretary of Haikou Municipal Party Committee and Party Secretary of the Municipal Government.

According to public information, Zhang Yong was born in May 1974 in Linxian County, Shanxi Province. He has worked in Guangdong Province for an extended period, having served as Director (Chairman) and Party Secretary of Shenzhen Municipal Work Safety Supervision and Administration Bureau (Municipal Work Safety Committee Office), Party Secretary of Longgang District Committee, Deputy Mayor of Shenzhen, Standing Committee Member of Shenzhen Municipal Party Committee, Party Secretary and Director of Qianhai Shekou Area Management Committee, Standing Committee Member and Executive Deputy Mayor of Guangzhou Municipal Party Committee, among other positions.

In May 2022, Zhang Yong became Party Secretary and Deputy Director of Guangdong Housing and Construction Department, and was subsequently appointed as Director in March 2023, until this cross-provincial appointment to Hainan.

Former Haikou Mayor Ding Hui has been transferred to serve as Deputy Secretary of Hainan Provincial Party Committee Education Working Committee and Party Secretary of Provincial Education Department.
