In recent years, Jinan City in Shandong Province has been constructing a normalized, practical, and inclusive emergency drill system, guided by institutional innovation, centered on realistic drills, and aimed at full public participation.
Institutional frameworks have been established as a breakthrough. The city issued the "Jinan City Regulations on Promoting Public Emergency Drills," solidifying the mechanism for universal emergency drills through legislation. It established the principle of "government leadership, tiered responsibility, departmental organization, unit implementation, public participation, and focus on effectiveness," building a four-level responsibility system. It legally designates the second quarter of each year as the "Citywide Emergency Drill Season," linking with activities like "Workplace Safety Month" to promote "quarterly key drills, monthly routine drills, and special drills for specific events."
The focus is on practical needs. Tightly aligning with the risk characteristics of venues such as villages and communities, schools, enterprises, elderly care institutions, and commercial markets, differentiated drill plans are formulated to conduct skill drills like evacuation and initial response. Concentrating on high-risk scenarios such as urban flooding, hazardous chemical accidents, and fire evacuations, targeted special drills are carried out centrally to meet the needs of urban safety prevention and control.
Strengthening grassroots teams is a priority. A comprehensive response force has been established across the entire area, creating a responder database covering 161 townships (subdistricts), 12,000 grid members, and 14,000 enterprise safety officers. Support for grassroots bases has been improved, with each township (subdistrict) establishing an emergency joint defense and rescue station to conduct regular practical training and joint drills. Multi-force coordination has been enhanced by forming a core team for public drills, conducting comprehensive joint drills with military and local authorities to strengthen collective training.
Deepening public participation is key. Emergency drills are deeply integrated with the "Five-Entry" safety publicity campaign, encouraging families, individuals, and social organizations to participate in various emergency training drills. Through scenario-based experiences and hands-on instruction, the public is enabled to master practical skills such as fire escape and emergency gas leak response, making "everyone talks about safety, everyone can respond in emergencies" a social consensus.
