The Yunnan Provincial Development and Reform Commission and the Yunnan Provincial Energy Bureau have jointly issued the "List of New Shared Energy Storage Projects in Yunnan Province for 2026," comprising 13 projects.

The initiative aims to accelerate the large-scale, high-quality development of new energy storage across the province, enhance new energy consumption capacity, and improve the power system's regulation capabilities. Accompanying the list is a notice outlining key requirements for implementation.

Enhancing Project Element Support

Local development, reform, and energy authorities in each city and prefecture are instructed to guide listed projects in securing land use approvals and completing environmental impact assessments. They must improve approval efficiency, proactively resolve project-related issues, and expedite project commencement and timely commissioning.

Expediting Grid Connection Procedures

Yunnan Power Grid Company is tasked with accelerating all grid connection services. This includes promptly accepting grid connection applications, reviewing access schemes, issuing relevant opinions, constructing supporting grid infrastructure, and finalizing grid connection agreements.

Accelerating Project Construction Timelines

Local authorities are required to strengthen coordination and advance project construction strictly in accordance with the "Yunnan Province New Energy Storage High-Quality Development Special Action Plan (2025–2027)." Project registration must be completed within two months of the notice's issuance, with copies submitted to the provincial authorities.

Project preparatory work must be expedited to ensure substantial commencement of construction for this batch of projects within one year. Specifically, sodium-ion battery storage projects must achieve commissioning and grid connection within one year of construction start, while all-vanadium redox flow battery storage projects must complete this process within a maximum of two years.

Progress will be continuously monitored. Projects with slow advancement will be subject to rectification orders. Failure to rectify effectively will result in the mandatory revocation of project development rights in accordance with laws and regulations.

Strengthening Project Management

Local authorities must enhance management of listed projects. Any transfer or resale of project development rights, or actions that change the actual controlling entity of a listed project, is strictly prohibited. Alterations to construction scale or content are not permitted without authorization.

Authorities must also oversee construction management to ensure safe and orderly project implementation. Project owners are required to regularly update project progress through the Yunnan Digital Energy Platform.
