Inner Mongolia Releases Guidelines for "One-Form System" Data Annotation Work

On August 22, during the "High-Quality Datasets and Data Annotation Industry Supply-Demand Matching Event" at the 2026 Green Computing (Artificial Intelligence) Conference, the Inner Mongolia Autonomous Region "One-Form System" Data Annotation Work Guidelines (hereinafter referred to as the "Guidelines") were officially released. This marks the official entry of Inner Mongolia's government data development into a new phase characterized by "standards-led, AI-empowered" practices.

In an era of explosive growth in government data, standardized data annotation serves as a unified semantic bridge enabling AI to comprehend grassroots reporting language. The Guidelines establish a clear, full-chain pathway for data annotation, transitioning government data from "viewable" to "usable" and from "manual statistics" to "machine understanding."

Since 2024, Inner Mongolia has been addressing issues that hinder administrative efficiency, such as the proliferation of grassroots report forms, high submission frequencies, and fragmented data. The region pioneered the construction of the "One-Form System," which connects six administrative levels from the national government down to village committees, covering 10,744 business departments and 1,241 township and street offices. To date, the system has aggregated 96 categories of high-quality data, totaling approximately 970 million records, consolidated into a unified "root database" at the autonomous region level.

The Guidelines aim to standardize the entire data annotation process. Leveraging the "root database," they establish standardized annotation, review, and operational systems, alongside unified business and object models for the entire region. This provides consistent data support for intelligent agent development and precise grassroots governance. The initiative transforms government data from mere "statistical figures" into an AI-readable, inferable, and reusable knowledge foundation, fully unlocking the value of data elements and elevating the intelligence level of grassroots governance.
