The meeting underscored the city's commitment to transitioning its entire socioeconomic development onto an innovation-driven track and formally introduced the systematic "203060" key breakthrough framework.
The announcement follows a series of recent successes in Chongqing's scientific and technological innovation sector. These include seven projects from the city winning national science and technology awards and the official inauguration of the Three Gorges Laboratory, marking the completion of the strategic layout for Chongqing's four major laboratories.
Translating Research into Tangible Industrial Outcomes
At the State Key Laboratory of Mechanical Transmission at Chongqing University, Professor Wang Shilong, Dean of the Industrial Machine Tool Research Institute, is deeply focused. His team's invention of an open, stable dynamic pressure oil-film worm gear, which replaces traditional contact with a "solid-liquid-solid" meshing interface, has solved critical wear issues in heavy-duty transmission for high-end equipment. This breakthrough earned the 2025 National Technology Invention Award (Second Prize) and has been applied in heavy-duty rolling mills and precision rotary tables, breaking foreign technological monopolies.
Similarly, a project led by Yang Shichun, Honorary Chief Expert at China Automotive Engineering Research Institute, on "Key Technologies and Standards for Testing and Control of High-Safety, High-Efficiency, Long-Life Power Battery Systems for New Energy Vehicles," won the National Science and Technology Progress Award (Second Prize). The team addressed core challenges in battery system monitoring over a decade of collaborative R&D, establishing a comprehensive innovation system and developing 32 national standards. Their battery systems are now used by 26 automakers, including BYD and Changan, significantly boosting the global competitiveness of Chinese new energy vehicles.
These achievements exemplify the deepening implementation of Chongqing's "Industry Poses Questions, Science Provides Answers" collaborative攻关 system. The city is channeling innovation resources toward industrial clusters, enhancing enterprise-led industry-university-research integration to ensure laboratory breakthroughs translate into tangible productive forces.
Strategic Platforms as Pillars of Innovation
The recent establishment of the Three Gorges Laboratory, a joint venture between the Chongqing Municipal Government and the Chinese Academy of Sciences, completes the quartet of major laboratories focused on digital intelligence technology, life sciences, new materials, and green, low-carbon initiatives. Led by Academician Wang Hualin, the laboratory aims to become a world-class hub in green, low-carbon technologies within three to five years and establish a national technological innovation center.
These four laboratories form the core of Chongqing's strategic scientific and technological strength. The newly unveiled "203060" framework is built upon this foundation: over 20 strategic innovation platforms integrate resources; over 30 key breakthrough directions pinpoint攻坚 targets; and over 60 major landmark outcomes represent the tangible results that empower industrial development. Across the city, platforms are delivering results. The Jinfeng Laboratory in the Western (Chongqing) Science City has built China's largest high-quality pathology dataset. The Mingyue Lake Laboratory has seen its world's largest magnesium alloy structural component enter production lines, achieving a 32% weight reduction. The Jialing River Laboratory has made breakthroughs in humanoid robot perception and control. In the Zhaomushan area, a thriving AI innovation ecosystem is taking shape.
Chongqing now hosts 235 national and ministerial-level sci-tech innovation platforms and 519 municipal-level ones, with high-tech enterprises exceeding 10,300. Having already secured top rankings in western China for its comprehensive sci-tech innovation index and manufacturing high-quality development index during the "14th Five-Year Plan," Chongqing has laid a solid foundation. As it embarks on the "15th Five-Year Plan," the city is leveraging the "203060" system as its guiding framework to fully harness innovation as the primary driver of its future growth.
