On September 2, Mayor Zhang Ke presided over a dedicated working session to evaluate the progress and gather insights on the compilation of the "Five Maps and Six Lists" for the artificial intelligence, aerospace, and low-altitude economy sectors, while also outlining the next phase of priority actions.

During the meeting, Mayor Zhang emphasized that all lead departments must adopt a systematic approach, leveraging each other's strengths, ensuring mutual integration, and fostering collaborative coordination. He stressed the importance of thoroughly analyzing industrial development trends and, grounded in the city's resource endowments, industrial foundation, and comparative advantages, systematically clarifying industry trajectories and scientifically planning growth paths. The goal is to further refine the "Five Maps and Six Lists" for these key sectors, thereby laying a solid groundwork for accelerated industrial advancement.

Mayor Zhang highlighted that the "Five Maps and Six Lists" should be utilized as both a critical tool and a roadmap for industrial growth and project attraction. Leveraging the industry chain maps and distribution maps of leading enterprises as targets, the city must precisely identify areas for strengthening, extending, and supplementing the chains, while clearly defining target enterprises for investment and suitable implementation platforms. Furthermore, the "Six Lists" should guide efforts to better support major project execution, breakthroughs in key technologies, the establishment of service platforms, the allocation of carrier resources, and the formulation of relevant policies.

He also underscored the need to systematically consolidate supply-and-demand dynamics across the upstream and downstream segments of the local industry chain, establishing clear channels for enterprise product matching, technical collaboration, platform sharing, and talent alignment. This will provide reliable planning guarantees and policy direction for the high-quality development of the industry chain.

In his concluding remarks, Mayor Zhang urged the swift improvement of working mechanisms to consolidate efforts, emphasizing the need for enhanced vertical research and horizontal benchmarking of industrial policies. The city's Development and Reform Commission will take the lead in compiling the "Five Maps and Six Lists" for the artificial intelligence sector and annual task lists, establishing an enterprise database and expert pool for AI, and devising a comprehensive implementation strategy. The Data Administration Bureau will spearhead six key tasks, including project attraction and incubation, coordinated construction of computing networks, development of high-quality datasets, deployment of vertical and specialized small models, building the OPC ecosystem, and cultivating AI application scenarios.

Meanwhile, the Industry and Information Technology Bureau will drive the integration of "AI + Manufacturing," focusing on nurturing AI enterprises, developing terminal products, and leveraging AI to empower specialty industries. The Science and Technology Bureau will advance the construction of innovation carrier platforms, promote two-way empowerment between industry, academia, and research, and facilitate the commercialization of scientific achievements alongside science-and-technology investment attraction.

For the aerospace and low-altitude economy sectors, the Development and Reform Commission, in collaboration with the State-owned Assets Supervision and Administration Commission and the Transportation Bureau, will lead the efforts. Dedicated working groups will be quickly established with clearly defined staffing, while other relevant departments will assume corresponding responsibilities as per their functional mandates.

All localities and departments are urged to proactively engage with leading enterprises, emerging innovators, and technology-driven companies—alongside research institutes and universities—that can contribute to strengthening, extending, and supplementing the chains. This collaborative effort aims to expedite the clustered and high-quality growth of these industries.

Also present at the meeting were Zhou Kai, Member of the Standing Committee of the Municipal Party Committee and Vice Mayor, and Dai Weidong, Secretary-General of the Municipal Government.
