Community-Level Certification Streamlines EV Charger Installation in Panjin

On August 20th, Liu Yang, a resident of Building Phase I at Tiange Jincui Academy in Xinglongtai District, Panjin, charged his electric vehicle at his building's parking spot for the first time. Five days prior, he applied for the charging pile service through the "State Grid Online" app on his phone, completing the request in just a few minutes. Staff from the Xinglongtai Power Supply Branch quickly responded, handling on-site surveys, meter box installation, and meter connection in a seamless sequence. From the digital application to the operational charger, Liu Yang didn't need to visit a service hall or submit a single piece of paperwork.

This rapid installation is attributed to the province's newly implemented "one certificate per residential community" service model for EV chargers. Under this system, property management or community offices issue a unified Parking Space and Construction Permit for the entire neighborhood. The power supply company obtains parking space details and installation approvals in bulk, meaning individual residents no longer need to separately request permits from property management when applying for a charger. The approach is summarized as "one-time registration, multi-household reuse," and so far, 1,328 communities across the province have signed up for this service.

In Xinglongtai District, local authorities report that seven communities have already reached agreements, benefiting over 7,500 new energy vehicle owners. During the first seven months of this year, the district processed 1,549 charger meter installations. Previously, the most cumbersome step for residents was securing the Parking Space and Construction Permit from property management, often requiring multiple visits over several days as staff conducted site checks and individual approvals. Property teams were equally burdened, having to inspect each location and issue separate permits per applicant, resulting in a significant workload.

Jiang Wenda, deputy marketing manager at the State Grid Panjin Xinglongtai Power Supply Branch, explained that the utility now assists property management in pre-identifying eligible parking spots, allowing for a single, unified permit issuance that greatly simplifies the process for residents. Beyond this service model, the province has also included "simplifying application documents for residential EV charger installations and completing setups for 130,000 households this year" in its list of 20 key livelihood projects since early this year.

Provincial power companies are now fully offering "three-zero" services for residential charger installations: "zero doorstep visits" with fully online applications, "zero approval hurdles" through streamlined procedures, and "zero upfront investment" as the utility covers all costs for the meter and upstream infrastructure. In the first seven months of this year, 70,000 households across the province have already received hassle-free charger installation services.

Looking ahead, the province will strengthen the construction of supporting charging infrastructure in new residential areas. This includes mandating that 100% of parking spaces in new developments are equipped with charging facilities or have preparations for future installation, and ensuring compliance with fire safety regulations for charging infrastructure through dedicated review stages in planning, design review, construction, and final acceptance. For issues like lacking fixed parking spots or insufficient distribution capacity, the province will actively promote flexible solutions such as shared charging stations and continue expanding the coverage of the "one certificate per community" model, enabling more new energy vehicle owners to enjoy convenient charging right at their doorstep.
