FCC Commissioner Anna Gomez stated in a declaration that the Federal Communications Commission should examine the foreign interests behind the proposed merger between Paramount and Warner Bros. Discovery. The declaration noted that, under federal law, foreign governments and their representatives are prohibited from holding broadcast licenses regulated by the FCC, which are owned by Paramount subsidiary CBS. Commissioner Gomez further emphasized that any indirect foreign ownership exceeding 25 percent requires approval from the Commission and must undergo rigorous review to determine if the arrangement serves the public interest and safeguards national security.
