On July 13, 2026, the list of pre-qualified bidders for the EPC contract of a 400MW/1.2GWh new-type standalone energy storage project in Weiyang District, Xi'an City, Shaanxi Province, was announced. The consortium of Shaanxi Construction Engineering Seventh Company and Sichuan Baoneng Electric Power has secured the pre-bid position. Their bid price is 1,761,347,500 yuan, which translates to a unit price of 1.47 yuan per watt-hour.
The project was initially put out for tender on May 28, 2026, with a total investment value of 2.2 billion yuan and an estimated tender price of approximately 1.87 billion yuan, equating to a unit cost of 1.56 yuan/Wh.
The project plan involves installing a 160MW/480MWh all-vanadium flow battery energy storage module alongside a 240MW/720MWh lithium iron phosphate battery energy storage module within the plant area. This configuration will establish a complete 400MW/1.2GWh energy storage system. Additionally, a new 330KV substation with a main transformer capacity of 420MVA will be constructed.
The tender issuer, Shaanxi Construction Engineering Ruishan New Energy Co., Ltd., is a state-owned enterprise and a holding company under Shaanxi Construction Engineering Group Co., Ltd.
