Yang Pengbo, Party Secretary and Director of Beijing Shunyi District Commerce Bureau, announced at a press conference during the 2025 China International Fair for Trade in Services that over the past five years, Shunyi District has accumulated 4,676 "Two Zones" projects (National Comprehensive Demonstration Zone for Expanding Opening-up of the Service Sector and China (Beijing) Pilot Free Trade Zone), ranking first among all Beijing districts. In 2024, the district received an "A" rating in both Beijing's "Two Zones" and key parks comprehensive evaluation.
Over five years, Shunyi District has continuously strengthened efforts in piloting the relaxation of foreign investment market access restrictions, promoting trade and investment facilitation, and optimizing the business environment. The district has completed over 200 key "Two Zones" tasks and explored 16 breakthrough policies and innovative models, with 8 being national firsts, placing innovation density at the forefront citywide.
Yang Pengbo stated that Shunyi District has fully leveraged the bonded function advantages of Shunyi Tianzhu Comprehensive Bonded Zone, implementing multiple high-value pilot policies that benefit people's livelihoods, including the rare disease drug guarantee pilot zone, "bonded + consumption" upgrades, and cross-border e-commerce sales of pharmaceutical products trials. These national-first pilot policies allow Beijing and nationwide citizens to enjoy the dividends brought by Beijing's "Two Zones" construction policies and institutional innovations.
Over five years, Shunyi District has coordinated the enhancement of both economic scale and quality, with advantageous industries upgrading in quality.
In aviation services, the district pioneered using comprehensive bonded zones for international aircraft engine repair and other key aviation materials tax exemption trials; opened Beijing Free Trade Zone's first fifth freedom rights route; the Beijing aircraft engine maintenance project is progressing smoothly and is planned to begin operations in 2026, which will further drive the clustering of high-level aviation maintenance, high-end manufacturing, aviation services, and technology R&D industry resources.
In medical health, the district has built a convenient and efficient clearance platform and service ecosystem for imported drugs and medical devices, landing the nation's first commercial-scale batch pharmaceutical product import business; continuously deepening cross-border e-commerce pharmaceutical product sales pilot policies, with pilot enterprises completing 370,000 orders in the first half of this year, achieving 32.58 million yuan in pharmaceutical product sales.
In business exhibitions, the Capital International Convention and Exhibition Center began operations in Shunyi District this year, becoming Beijing's largest single-building, most comprehensive, and most technologically advanced comprehensive exhibition venue. It will collaborate with the new National Exhibition Center Phase I and II venues to build the "Shunyi Exhibition" brand.
In finance, Shunyi District now covers multiple business formats including banking, securities, insurance, guarantee, factoring, and funds, attracting quality financial projects such as the nation's first foreign-owned insurance asset management company - Allianz Insurance Asset Management Co., Ltd., the nation's first foreign wholly-owned licensed payment company - PayPal (Beijing) Co., Ltd., and the nation's first foreign wholly-owned insurance brokerage company holding both insurance brokerage and fund sales licenses - HSBC Insurance Brokers Co., Ltd. This has gradually formed a financial industry clustering effect, injecting strong momentum into regional economic growth.
In international logistics, Shunyi District pioneered a new bonded logistics supply chain supervision model nationwide. Meanwhile, it continues to enhance Capital Airport's cargo service levels, promoting quality and efficiency improvements in airport logistics and bonded logistics.
In cultural trade, Shunyi District has innovated customs supervision models serving cultural bonded business development, supporting cultural artworks through "in-zone storage + out-zone exhibition and auction," "in-zone display + online trading," and "bonded display and trading," building an important window for international cultural artifact exchanges and a major base for overseas cultural artifact repatriation.
Regarding key parks, over five years, the Capital Airport Airport Economic Zone has leveraged its source advantages to build a complete aviation service industry chain, forming a full-chain industrial cluster of air transport, airport operations, aircraft maintenance, and aviation materials trading. International aviation organizations such as the International Air Transport Association North Asia Office and Star Alliance Regional Office have successively settled in; Tianzhu Comprehensive Bonded Zone continues exploring open function upgrades, fully utilizing policies such as comprehensive bonded zone VAT general taxpayer qualification pilots and logistics warehousing, enhancing the effectiveness of policies that utilize both international and domestic markets and coordinate bonded and non-bonded development, guiding enterprises to accelerate new quality productive forces development; the China-Germany Demonstration Zone conducts in-depth country-specific opening explorations as the nation's only national-level Germany cooperation park themed on "economic and technical cooperation," having consecutively held China-Germany (Europe) Hidden Champion Forums to enhance international influence.
Yang Pengbo stated that next, Shunyi District will be guided by "opening-up leadership, innovation implementation, park services, and industry support" to further implement and refine "Two Zones" construction work. For example, conducting full-chain policy innovation around advantageous industries like aviation services and pharmaceutical health, continuously optimizing factor supply, utilizing aviation field scenario resources and resource endowments well, and expanding new airport economy business formats; leading "pharmaceutical manufacturing" with "pharmaceutical trade," striving for more high-value pilot policies to be implemented first in Shunyi District.
The district will fully utilize opportunities from national-level continuous relaxation of foreign investment access restrictions in value-added telecommunications, medical health, and other fields, focusing on "Two Zones" projects and investment attraction work, promoting investment attraction toward refinement. Led by the free trade zone enhancement strategy, it will strengthen "convenient free trade" brand building, continuously enhance airport area economic scale, and build a higher-level free trade zone Shunyi cluster; promote Tianzhu Comprehensive Bonded Zone performance evaluation rankings to maintain A-class forefront; support the China-Germany Demonstration Zone in conducting deeper Germany and Europe exchange cooperation, attracting more quality foreign enterprises to develop in the zone.
