11:39 ET--Donald Trump's pick of David Fink for administrator of the Federal Railroad Administration came surprisingly early and should be favorable for U.S. carriers, TD Cowen analysts say in a research note. Fink is the former president of Pan Am Railways, a large shortline with coverage across New England that was purchased by CSX in 2020, the analysts say. "He has railroading in his blood as he is a fifth generation railroader," they say. The appointment will need to be approved by the Senate, but has already gotten some important endorsements from the American Short Line and Regional Railroad Association, as well as the CEO of Amtrak, the analysts say.
