Xinming China (HKG:2699) has delayed the dispatch of a circular regarding a capital reorganization and rights issue to Feb. 22 from Jan. 24 previously, a Jan. 24 bourse filing stated.

The postponement will give the expressway and highway construction firm additional time to finalize certain information to be included in the circular, the filing said.
