TEMPO.CO, Jakarta - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Rini Widyantini stated that President Prabowo Subianto has decided to reduce the working hours of civil servants, or ASN, during the month of Ramadan.
During Ramadan, civil servants (ASN) will work a total of 32 hours and 30 minutes per week, averaging about six hours per day in a five-day workweek.
This regulation is based on Presidential Regulation No. 21/2023 concerning the Workdays and Hours of Government Institutions and Civil Servant Employees.
"The regulation ensures that public services continue operating while enhancing ASN productivity," said Rini in an official statement on Friday, February 28, 2025.
Break times are not included in the work hours, with a 30-minute break daily, except on Fridays, when an extended 60-minute break is provided. Work hours will begin at 08:00 local time in each region.
"This policy applies to both central and regional government institutions," Rini added.
Furthermore, for institutions that implement provisions other than the 5 workdays in a week, they must adjust to the provisions in this regulation for a maximum of 1 year from the date this Presidential Regulation was enacted.
Meanwhile, for more detailed specifications regarding the number of workdays, working hours, and break times, they will be determined by the administrators or the institution's leader.
Rini expressed that this regulation is subject to change in accordance with the President's policies. "The regulation also states that the number of workdays and/or working hours can be adjusted if there are President's policies related to national holidays, national collective leave, and policies adjusted to the provisions of laws and regulations," she said.
In addition, there are 4 specific provisions in this regulation. First, ASN employees who serve the public directly are given more flexible working hours with consideration from Menpan RB. Second, this regulation does not apply to Indonesian National Army (TNI) soldiers and ASN employees within the Ministry of Defense.
"ASN handling government affairs in the defense sector who are assigned within the TNI whose regulations are determined by the TNI Commander," said Rini.
Furthermore, this regulation also exempts ASN working under the regulations of the National Police Chief and the Minister of Foreign Affairs.
"The workdays and hours for TNI soldiers and members of the police force serving outside the structure, as well as employees at the Indonesian representatives abroad, follow the workdays and hours applicable at the place of assignment."
