Judge Blocks Trump Threats to Strip Federal Funding from NYC in Congestion Pricing Feud -- WSJ

Congestion pricing will remain and a federal judge in Manhattan barred the Trump administration from cutting transportation funds for New York.

The temporary restraining order blocks the Trump administration until June 9 from withholding federal funds for the New York transit system in an attempt to scuttle the toll on drivers entering downtown.

"The temporary restraining order is against the Department of Transportation from taking action to stop, limit or in any way impede congestion pricing," said Andrew Otis, a lawyer representing transportation advocates in the case against the Trump administration.

Speaking outside court, Metropolitan Transportation Authority chief Janno Lieber told reporters the ruling was a win for New York.

"One of the things a lot of people have been put off by is the idea the federal government is going to step in and tell New York City how to deal with its traffic problem -- that seems a little crazy," Lieber said.

He said the judge doesn't want the federal government "to engage in any kind of punitive action to try to coerce the state of New York and the MTA to eliminate congestion pricing."

New York's congestion pricing program is the first of its kind in the U.S. In November, the Federal Highway Administration, a division of the DOT -- which was under the leadership of the Biden administration at the time -- entered into an agreement with New York authorizing the congestion-pricing system to begin collecting tolls. The program went into effect in January.

The tolling program charges most drivers $9 to travel at peak hours in the congestion-pricing zone, which covers 60th Street to the southern tip of Manhattan. The program intends to reduce traffic and pollution while raising funds for the city's transit system.
