Handful of California Refineries Experience Weekend Upsets -- OPIS

Several California refineries experienced planned and unplanned flaring events over the weekend, regulatory filings show.

PBF's 166,200 b/d Torrance refinery in LA will undergo planned flaring between June 1 through June 9 for "start-up/shut down" activity, according to a filing from South Coast Air Quality Management District.

Unplanned flaring took place Saturday at Chevron's 290,500 b/d El Segundo refinery near Los Angeles, according to SCAQMD. A similar, unplanned flare event occurred at the facility on Friday, OPIS previously reported.

Flaring also occurred at Chevron's 257,200 b/d Richmond facility in Northern California Saturday, leading to a Community Warning System Level 1 notification, the lowest alert level on the scale.

The Bay Area Air District issued an air quality advisory to portions of Contra Costa county following the incident.

West Coast refiner operation utilization rates were 79.5% for the week ended May 23, down from 82.6% the week prior, according to data compiled by the U.S. Energy Information Administration.
