Stantec has agreed to pay $4 million to settle government's claims that it helped federal grant applicants draft paperwork for contracts that it then competed for and won.

The Justice Department said Monday that the settlement resolves claims that Stantec violated the False Claims Act in connection with applications submitted to the Environmental Protection Agency for Brownfields Assessment Grants. The grants are provided to cities and other municipalities to safely clean up and sustainably reuse contaminated properties.

A Stantec subsidiary drafted or helped with requests for proposals and statements of work associated with grant applications from 2014 to 2022, the DOJ said. It then competed for and won the work for which the specifications had been drafted, in violation of federal law, the department alleged.

In settling the case, Stantec didn't admit liability, nor does the government concede that its claims aren't well-founded, according to the settlement agreement.

A spokesperson for the design and consulting company didn't immediately respond to a request for comment.
