A power outage caused by maintenance activity led to the shutdown of units and flaring at Valero's 218,7000 b/d Houston refinery on Tuesday, the company reported.
The incident began at about 11 a.m. local time and lasted almost five hours, according to the Wednesday report with the Texas Commission on Environmental Quality.
The refinery said personnel were conducting planned maintenance that "inadvertently caused a loss of power to certain control systems."
"This unanticipated power disruption triggered the activation of the flare system," the TCEQ report said.
The refinery main flare and ULSD flare were involved, the filing said.
