ICF Names Operating Chief to Dual Finance-Operations Role

ICF appointed Chief Operating Officer James Morgan to the additional role of chief financial officer, effective March 1.

Morgan succeeds CFO Barry Broadus, who will retire on the same date, the solutions and technology provider said.

Morgan has been the company's COO since 2020. He previously held the company's CFO role from 2012 to 2020. His base salary will increase to $700,000 from $659,906, plus other compensation with his new role.

ICF also named Executive Vice President Anne Choate as president, effective at the start of next year. Choate has been at the company for 30 years and currently leads ICF's energy, environment and infrastructure and disaster recovery client markets. Her base salary will increase from $600,000 from $535,000, plus other compensation with her new role.

Broadus will remain a consultant to ICF after his retirement, ICF said. He joined the company in 2022.
