One of the more striking amicus briefs filed in support of the Trump administration comes from two Republican members of Congress: House Foreign Affairs Committee Chairman Brian Mast of Florida and Vice Chairman Darrell Issa of California. But that's not what the Republican majority that controls Congress has been saying.

Mast and Issa say in a brief filed alongside the America First Legal Foundation that the president's reading of the International Emergency Economic Powers Act, or Ieepa, is correct "under longstanding precedent and historical understanding," and that it doesn't impermissibly encroach on Congress's authority.
