Technology stocks were declining premarket Monday, with the State Street Technology Select Sector SPDR Fund (XLK) down 0.5% and the State Street SPDR S&P Semiconductor ETF (XSD) 2.3% lower.

Oracle (ORCL) said it plans to raise $45 billion to $50 billion in gross cash proceeds in 2026 to fund the expansion of its Oracle Cloud Infrastructure business. Separately, Bloomberg reported that Oracle has initiated a US dollar bond sale, citing a person with knowledge of the matter. Shares of Oracle were up more than 3% in recent premarket activity Monday.
