A judge in the Court of International Trade on Wednesday issued an order directing Customs & Border Protection to pay refunds for tariffs imposed under the International Emergency Economic Powers Act in a case brought by Atmus Filtration that could signal the government will have to pay refunds to other importers, too.

"This appears to cover the super majority of imports," says Ryan Majerus, partner at King & Spalding and former official at the U.S. Trade Representative's office. "The government will likely file something to require a stay or extension on how to implement this order."
