Why IBM, Microsoft Back Move for Quantum Policy Czar

A quantum computing bill cleared a House subcommittee this week, marking the latest push to secure supply chains and establish American leadership in the emerging field.

The bill is backed by the sector's heavyweights including IBM, Microsoft, and Alphabet-owned Google. It calls for the Commerce Secretary to be chief presidential advisor on quantum policy, supply chains, and commercial deployment. As it stands, quantum policy doesn't fall under the purview of a single agency; instead, responsibilities are spread around the government.

Rep. Nick Langworthy (R., N.Y.), introduced the American Quantum Competitiveness Act at the end of August. It addresses "quantum technology," a term that has grown to encompass technologies like communication and sensing as well as computing.

Some of the industry's most notable names have expanded their ambitions beyond computing as federal support for the technology grows. IonQ, once a pure computing play, has expanded into networking devices and atomic clocks, while Infleqtion has leveraged its focus on quantum sensing to become a key government partner.

For now, the Energy Department has taken a particularly active role in advancing the development of quantum technology alongside industry partners. Much of this influence comes from its network of national laboratories. Serving as primary quantum research hubs, these facilities house systems including the "scientifically relevant" machine targeted for 2028 in a recent executive order.

Funding and support also flow through agencies like the National Science Foundation and the Department of Defense. Simultaneously, the National Institute of Standards and Technology is leading an effort to establish post-quantum cryptographic standards, aligning with a June directive that mandates a full federal transition to quantum-safe systems by 2031.

The Quantum Industry Coalition, a group including IBM and Google, is rallying behind Langworthy's bill. Executive Director Paul Stimers says it will help the U.S. "develop a national quantum competitiveness strategy."

Under the proposed legislation, the Commerce Department would track quantum components sourced or manufactured abroad and take steps to reduce reliance on foreign supply chains.

It's the latest effort to bring coherence to the sector, building on two executive orders in June and a $2 billion Commerce Department funding package in May, which included equity stakes in some companies.

While the bill doesn't name China outright, the subtext is clear: Analysts and federal agencies have pitted Beijing's quantum capabilities against those of the U.S. ever since the Chinese government laid out its 15th Five-Year Plan, which included explicit provisions for quantum computing.

Beijing doubled down in August, when the Central Cyberspace Affairs Commission outlined tech and cybersecurity priorities through the end of the decade. Quantum featured front and center, with the commission urging companies to pursue breakthroughs in quantum science alongside other fields critical to technological dominance.

The competition between the U.S. and China extends beyond commercial leadership. The advent of quantum computers is expected to disrupt the cryptography protecting much of the world's data today, while technologies like quantum sensors and secure communication networks are playing an increasingly central role in defense efforts.

Langworthy touched on this rivalry in prepared remarks, albeit more subtly.

"Technology leadership is ultimately about more than winning a race for scientific breakthroughs," he said. "It is about making sure those breakthroughs become American-made products, American companies, and American jobs."
