Financial stocks were declining premarket Tuesday, with the State Street Financial Select Sector SPDR ETF (XLF) 0.1% lower.

The Direxion Daily Financial Bull 3X Shares (FAS) was down 1% and its bearish counterpart Direxion Daily Financial Bear 3X Shares (FAZ) was 0.5% higher.

Enova International (ENVA) shares were down more than 21% after the company withdrew its applications with the Office of the Comptroller of the Currency and the Board of Governors of the Federal Reserve System for the proposed acquisition of Grasshopper Bancorp.
