Since the beginning of 2026, the Mianzhu Municipal Bureau of Natural Resources and Planning has closely adhered to the dual priorities of cultivated land protection and ecological security, continuously escalating efforts in dynamic inspections, case investigations, and crackdowns on illegal mining and industry-related malpractices to uphold orderly management in the natural resources sector.

A coordinated approach to inspections and law enforcement has yielded tangible results by addressing issues early. The regulatory focus has been shifted forward to strengthen source prevention, with increased inspection frequency and targeted surveillance of key regions and critical points, ensuring that early-stage problems are promptly identified, halted, and resolved. To date, over 100 dynamic land and mineral inspections have been conducted, covering all 12 towns and subdistricts citywide with the participation of more than 200 personnel. Concurrently, river chief system requirements have been fulfilled through five patrols of Longmang River involving 13 personnel. Adhering to the principle of promoting governance through inspections and integrating checks with rectification, the bureau has filed and investigated 14 cases of violations in the land, mineral, and forestry sectors, achieving a closed-loop management system characterized by rigorous inspections, firm case handling, and effective rectification.

Collaborative efforts have been intensified to resolutely combat illegal extraction without leniency. Given the hidden nature and cross-stage modus operandi of illegal mining operations, the bureau has strengthened coordination with local governments and public security agencies, establishing mechanisms for intelligence sharing, joint enforcement, and case referral to ensure seamless integration between administrative and criminal procedures. This has culminated in a comprehensive crackdown chain spanning detection, control, investigation, and referral. In strict accordance with administrative-criminal procedures, a joint enforcement operation was conducted with the Xinshi Town Government and Xinshi Town Police Station, resulting in the successful uncovering of a case involving unlicensed mining. One excavator and three transport trucks were seized at the scene, and the case, potentially constituting illegal mining, has been formally referred to the municipal public security bureau for further investigation—an unequivocal display of zero tolerance designed to serve as a powerful deterrent.

Targeted remediation has delved deeper into intelligence gathering to relentlessly purify the industry. The bureau has persistently advanced the campaign against organized crime and vice, alongside centralized efforts to address misconduct and corruption affecting the public, firmly implementing directives from higher authorities through layered mobilization at bureau party group meetings and staff assemblies integrated into the daily regulatory framework. Two thorough dragnet-style investigations have been conducted focusing on key areas such as illegal occupation of land, unauthorized excavation, land acquisition and demolition, land auctions, and forestry-related violations. A robust intelligence ledger and evaluation mechanism has been established to ensure seamless coverage across all fronts. As of now, no clues related to organized crime or vice have been discovered in the natural resources sector, and ongoing industry governance continues to deepen steadily.
