Xining Development Zone Launches 6GWh Annual Rare Earth Lithium Battery and PACK Production Project

On August 29, the 6GWh annual rare earth lithium battery and PACK production project officially commenced construction in the Nanchuan Industrial Park of Xining (National) Economic and Technological Development Zone. The project is led by Agricultural Development Holdings (Beijing) Co., Ltd., with a total investment of 23.8 billion yuan. The groundbreaking of this project not only marks a crucial and solid step forward in the development zone's lithium battery industry chain layout, but also injects strong and lasting momentum for Qinghai Province to achieve its "dual carbon" goals and promote high-quality green and low-carbon development.

Since the beginning of this year, with strong support and precise guidance from the Xining Municipal Committee and Government, Xining Development Zone has fully leveraged its core role in coordination and investment attraction, actively promoting multi-party cooperation. Through continuous engagement and efficient services, the zone successfully facilitated deep cooperation between Agricultural Development Holdings (Beijing) Co., Ltd., Yima Coal Industry Group Co., Ltd., and Qinghai Green Grassland New Energy Technology Co., Ltd., jointly advancing the project's implementation.

The project is located on 300 acres of previously idle land in Nanchuan Industrial Park, formerly used by Yihai Biological. Through the comprehensive acquisition of fixed assets, the project not only achieves efficient reuse of land resources and resolves the challenge of revitalizing idle land, but also simultaneously drives regional industrial upgrading, creating a positive interactive development pattern of "land revitalization + industrial enhancement." This initiative demonstrates Xining Development Zone's efficient execution capability in resource integration and industrial optimization.

Currently, under the full-service tracking of Xining Development Zone, the project has efficiently completed all preliminary work including company registration, planning and design, and feasibility studies, officially entering the comprehensive construction phase. The project is scheduled to be completed and operational by June 2026. Once operational, the project is expected to generate an annual output value of 43.2 billion yuan, becoming a new benchmark for new energy industry development in the park. It will effectively drive the clustered development of upstream lithium battery material supply, downstream integrated applications, and related supporting industries, further consolidating Qinghai's strategic position in the national new energy industry layout while providing important support for Xining to cultivate new quality productive forces and build a green, low-carbon circular economy system.

Moving forward, Xining Development Zone will strictly implement Xining's core strategic development requirements of "shouldering responsibility and striving for excellence" within the province, proactively assuming the primary responsibility as the central city for the industrial "four bases." By closely following the development path of "stock transformation + incremental cultivation," the zone will accelerate the supporting upgrade of new energy industries, focus on new energy storage industry tracks, continuously implement key industrial chain projects, and cultivate new drivers of economic growth.

Xining Development Zone will use this project groundbreaking as an opportunity to accelerate the creation of a hundred-billion-yuan lithium battery energy storage industrial cluster, continuously enhance regional economic core competitiveness, and contribute more "development zone strength" to the high-quality development of Qinghai's new energy industry.
