Political Consultative Conference Addressing Roof Leakage Issues: Transforming Residents' Concerns into Collaborative Solutions

Recently, during a consultation meeting held in the Jia De community of Tai'an District, a resident voiced the common concern of owners at the top of the Shui'an Jiayuan complex, saying, “With the continuous rain recently, the roof is leaking, and the walls are damaged; it’s driving me crazy.” This triggered a focused discussion on how to address roof leaks, bringing together members of the Political Consultative Conference (CPPCC), property management representatives, and resident representatives to collaboratively seek solutions for this pressing issue.

It is known that the Shui'an Jiayuan complex was constructed over a decade ago, and some roofs have developed cracks due to years of wear and tear. The recent prolonged rainfall led to leakage issues in several households, causing wall bubbling, mold growth, and damage to furniture. Residents shared their experiences of leaks, presenting photos and videos of the wall damage, clearly expressing their anxieties.

Zheng Hongwei, a member of the Tai'an District CPPCC, cited relevant articles from the Property Management Regulations and the Civil Code, clarifying the legal obligations and rights involved. He emphasized that the roof is a public area, for which property management is responsible for maintenance, and that renovation funds can be legally accessed for major repairs. Attendees provided professional suggestions based on grassroots governance experiences, focusing on the compliant use of maintenance funds, quality control during construction, and ensuring ongoing maintenance support.

Property representatives also proactively addressed the issues, detailing the causes of the leaks and the proposed repair methods while discussing cost calculations and estimated timelines for the repairs. Son Yiguo, the vice-chairman of the Tai'an District CPPCC, stated, “While roof leaks may seem like a minor issue, they are fundamentally significant to residents’ peace of mind.” He urged the CPPCC office to act as a bridge to ensure that problems transition from paper to practical solutions.

After several rounds of discussions and communications, consensus was reached at the meeting. The property management will take the lead in formulating a detailed repair plan and budget, and the community will assist in initiating the relevant procedures for using the maintenance funds, while providing ongoing updates to residents. CPPCC members will coordinate to resolve any difficulties encountered during the process. The property management pledged to publish a specific plan within a week and conduct public opinion confirmation simultaneously.

The Jia De community will continue to monitor the repair progress, providing real-time updates through notice boards and resident WeChat groups to ensure the outcomes of the consultation transform into tangible benefits for residents. This “small consultation” aims to stimulate “big governance,” fortifying a protective net for residents’ peace of mind and turning their concerns into collaborative “warm initiatives.”
