In the early morning breeze, the tree shadows sway gently in Changwenli neighborhood of Guilin Road Street, Jinchuan District, Jinchang City. Elderly residents practice tai chi in open spaces, while children laugh and play on newly built leisure pathways.

Just a few years ago, this was a "troubled courtyard" with potholed roads, cluttered stairwells, and constant neighborly complaints. The transformation into a "happy home" stems from a profound reform in grassroots governance led by Guilin Road Street.

Focusing on residents' pressing concerns, the street adopted an innovative governance model—"Party leadership, multi-party participation, integrated management, and rapid response"—making grassroots governance more efficient and people-centric.

**Multi-Party Collaboration Opens "Convenience Side Gate"** Earlier this year, grid workers in Changfuli Community discovered that many elderly residents in Jiarunyuan Building 5 had to walk long distances to the south gate for buses, posing safety risks and discouraging outings.

After confirming the issue's prevalence, community Party Secretary Yang Lan coordinated with the street office and property management to open a side gate near Building 5, Unit 4, now in use.

This initiative reflects Changfuli Community’s integrated approach to governance and property services. The community merged grid workers and property staff, established six activity rooms, and streamlined services like policy consultation and dispute resolution—enhancing efficiency under Party leadership.

**From "No Management" to "Precise Care"** Changwenli neighborhood, once a neglected old residential area, lacked proper infrastructure and services. In June 2022, the community Party committee established a non-profit property company, Cuncao Xin Property Management, employing local job seekers and low-income residents.

Operating under Party supervision, the company provides cleaning, landscaping, security patrols, and facility repairs. Vacant spaces have been repurposed into "shared leisure corners," revitalizing the community.

**Integrated Governance Solves Key Issues** Addressing residents' dissatisfaction with property services, Guilin Road Street piloted deep integration of community governance and property management in Changfuli and Changwenli communities in late 2022.

After a year, conflicts between property companies and residents eased significantly. Issues like "poor service, irregular management, and weak homeowner committees" improved, forming a collaborative governance model under Party leadership.

A Guilin Road Street official stated, "We prioritize Party leadership, integrating resources to address residents' daily concerns through refined management, making property services a vital link to the people."
