Hangzhou's investigation and handling team has issued a public notice regarding an unlawful assault incident, detailing that local police recently received a report from a citizen alleging victimization. Given that the case involves suspected misconduct by public officials, the municipal party committee and government placed high priority on the matter, immediately establishing a dedicated group to conduct inquiries and take action.
According to the findings, on the evening of July 26, suspects Zhao Haifeng, a male executive at a certain enterprise, and Yu Dongdong, a male public official from Binjiang District, Hangzhou, engaged in coercive indecency against a female victim during activities at a KTV venue following a dinner. During the incident, Zhao Haifeng pushed the victim, causing a lumbar injury. The victim is currently receiving hospital treatment, and preliminary forensic assessment has classified the injury as level two minor harm. Public security authorities have placed both Zhao Haifeng and Yu Dongdong under criminal detention in accordance with the law, with the case currently under further investigation. Yu Dongdong has been removed from his position, and Zhao Haifeng has likewise been dismissed by his employer. Disciplinary inspection authorities have received relevant leads and will conduct a rigorous investigation and handle the matter in line with regulations and legal procedures, leaving no room for leniency.
Earlier reports indicate that the incident involving Zhao Haifeng, general manager of China Merchants Shekou's Zhejiang branch, who was suspected of harming a female colleague at a dinner function in Hangzhou, has drawn widespread public attention. Public records show that Zhao Haifeng, born in 1980, graduated from Tsinghua University and was the top scorer in the college entrance examination in Qidong, Jiangsu Province. In 2002, he joined China Vanke Co.,Ltd. (SZSE: 000002) as a management trainee, subsequently serving as engineering manager and project general manager at Vanke Shenyang. In 2011, he was transferred to Vanke Xi'an as deputy general manager, and in 2014, he became general manager of Vanke Wenzhou. By the end of 2019, Zhao Haifeng left Vanke to take up the role of general manager at China Merchants Shekou's Hangzhou branch.
In early 2025, following an organizational restructuring at China Merchants Shekou, the Hangzhou branch was upgraded to the Zhejiang branch, with the former Ningbo branch being merged as a business unit. Zhao Haifeng's role was subsequently adjusted to general manager of the Zhejiang branch. Data from Tianyancha App shows that Zhao Haifeng is linked to over 20 enterprises, with more than 10 currently active, including China Merchants Property (Hangzhou) Co., Ltd. and Hangzhou China Merchants Guanyang Elderly Care Service Co., Ltd., while the remainder have been deregistered.
