China has allocated 200 billion yuan in ultra-long-term special government bonds this year to support equipment upgrades, financing approximately 11,000 projects across 22 sectors. A hospital in Jiamusi City, Heilongjiang Province, recently successfully completed a complex procedure combining an aortic valve replacement with a triple coronary artery bypass graft. The hospital has performed over 50 such high-difficulty cardiac surgeries this year, a 30% increase compared to the same period last year. The rise in cardiac surgery volume is attributed to the hospital's use of ultra-long-term special government bond funds to upgrade a batch of urgently needed medical equipment this year. The hospital only needed to cover 20% of the total cost for these devices, with the remaining 80% paid by the bond funds. The gradual deployment of new medical equipment has tangibly improved the patient experience. Patient Liu Jiuying stated, "Previously, I had to get tests done one by one. If an ultrasound wasn't enough, I'd need a CT scan, and if the CT wasn't enough, an MRI. Now, I can get a comprehensive diagnosis in one go, which gives me much more peace of mind." Patient's family member Xu Xiu'guang added, "We can now have major surgeries performed locally without having to travel far. We no longer feel anxious; we feel very reassured and secure."

This year, the application conditions and review process for ultra-long-term special government bonds have been optimized, further lowering the investment threshold for equipment upgrade projects and expanding the policy's reach to allow more enterprises and institutions to benefit from national policy incentives. This year, a medical institution in Guangyuan, Sichuan Province, seized the opportunity presented by the ultra-long-term special government bonds to focus on upgrading advanced equipment such as high-end imaging and diagnostic systems. Following the completion of the equipment upgrades, the hospital's volume of complex surgeries increased by 30% year-on-year, and the clinical diagnosis accuracy rate improved to 95%. Chen Jun, Director of the Thoracic Surgery Department at Guangyuan First People's Hospital in Sichuan, noted, "The naked-eye 3D laparoscopy system we purchased reduces visual fatigue for surgeons, enhances the spatial perception of tissue anatomy, and has significantly improved the success rate of complex laparoscopic surgeries." Leveraging the ultra-long-term special government bond funds, the hospital effectively addressed the shortcomings in clinical diagnostic and treatment hardware, achieving a synergistic improvement in equipment configuration, diagnostic processes, and discipline development. This year, the optimized implementation of the "two new" policies supported by ultra-long-term special government bonds has, for the first time, included the installation of elevators in old residential communities and the upgrading of equipment in elderly care institutions within the scope of support. A large number of old residential communities have successfully had elevators installed, effectively solving the problems of climbing stairs and traveling difficulties for residents on higher floors. A nine-story residential building in Haikou City, Hainan Province, built in 1998, did not have an elevator. This made daily tasks like grocery shopping and visiting the doctor very inconvenient for elderly residents. Benefiting from the expanded scope of support from this year's ultra-long-term special government bonds, the building successfully had an elevator installed. The subsidy from the bond funds covered 70% of the elevator installation cost, significantly reducing the amount residents had to pay out of pocket. In addition to supporting elevator installation in old communities, the ultra-long-term special government bonds also continue to support the replacement and upgrade of old residential elevators this year. Since the beginning of this year, the country has allocated approximately 30.9 billion yuan in ultra-long-term special government bond funds to support the replacement of 197,000 old residential elevators. During the implementation process, the bonds effectively solved the funding challenge associated with replacing old elevators. By providing national fiscal subsidies, they significantly reduced the burden on residents, promoting "zero-cost" elevator replacement in many areas. An elevator in a residential community in Wuhan, Hubei Province, had been in use for 20 years. Residents were keen to replace it, but the cost of 200,000 to 300,000 yuan per elevator was a major obstacle. This year, the community completed the elevator replacement using subsidies from the ultra-long-term special government bonds and a portion of public maintenance funds. Throughout the entire process, residents did not have to pay an extra penny.

As of early July this year, the full 200 billion yuan in ultra-long-term special government bond funds allocated for equipment upgrades had been disbursed, with approximately 11,000 projects being implemented and progressing in an orderly manner. From the commissioning of brand-new medical equipment to the operation of each new elevator, the policy dividends of the ultra-long-term special government bonds are reaching the grassroots level, directly addressing the pain points of people's livelihoods, and transforming into tangible welfare that the public can feel and experience, highlighting the focus on people's wellbeing within the national macro-policy framework.
