Recently, Jiangxi Province has initiated a pilot operation of its integrated service system for "One-Stop Intellectual Property Protection" on the Jiangxi Government Service Network and the "Gan Fu Tong" platform.

This marks another significant achievement in implementing the first batch of key tasks for 2026 under the State Council and provincial government's "Efficiently Accomplishing One Thing" initiative.

Guided by the Jiangxi Provincial Government Service Office and spearheaded by the Provincial Market Supervision and Administration Bureau with coordination from the Provincial Department of Justice, the system consolidates four service items: applications for high-value patent cultivation projects, intellectual property rights protection assistance, geographical indication special mark usage, and intellectual property dispute arbitration into a single "one-stop" procedure.

This integration facilitates cross-departmental data sharing and business process re-engineering, injecting new momentum into the province's innovation-driven development and business environment optimization through more convenient and efficient intellectual property services.

Enhancing Technical Support with "Data Interconnectivity, Security, and Efficiency"

First, a unified business zone has been established. Leveraging the Jiangxi Government Service Network and the "Gan Fu Tong" platform, a dedicated portal for "One-Stop Intellectual Property Protection" has been created and successfully integrated with the provincial online service hall.

This ensures unified service entry points, processing standards, and result feedback across both platforms.

The system is equipped with features such as scenario guidance, automatic form generation, document upload, and progress tracking, offering businesses and the public an "immersive" service experience.

Second, data sharing and closed-loop management have been strengthened. Adhering to the province's unified data transfer standards, processing information for each matter is shared on-demand between departments like market supervision and judicial administration.

Application materials can be submitted once and reused multiple times, with progress and results aggregated in real-time on the Government Service Network and "Gan Fu Tong" platform, enabling full-process querying and traceability.

During the business process design phase, standard specifications for data collection, transmission, sharing, and feedback at each stage were established, providing institutional safeguards for cross-departmental collaboration.

Third, a robust security and operational maintenance mechanism has been established. The system underwent comprehensive testing and functional optimization prior to launch, with a dedicated maintenance responsibility mechanism put in place.

Responsible units must report in advance for any service adjustments required due to platform optimizations.

Simultaneously, technical measures are employed to safeguard corporate trade secrets and personal privacy data, ensuring shared data is "usable but not visible, with traceable flow."

Creating a Service Model of "One Submission, Multiple Matters Handled Jointly"

First, application materials have been significantly streamlined. By integrating application forms for the four types of matters, multiple documents that previously required separate completion have been consolidated into "one form, one set of materials."

Applicants simply log into the "One-Stop Intellectual Property Protection" service module, select the required services based on scenario guidance, and the system automatically generates a joint application form.

Historical data and certificate information can be shared and invoked, eliminating the need for repetitive form-filling and achieving the goal of "sharing instead of repeating, invoking instead of submitting."

Second, the entire process is handled online, eliminating the need for physical visits. The online zone provides a full-chain of functions including intelligent guidance, material pre-review, progress tracking, and result feedback.

Applications for high-value patent cultivation projects are reviewed within 10 working days, decisions on accepting rights protection assistance applications are made within 15 working days, and preliminary reviews for geographical indication special mark usage applications are completed within 10 working days before being submitted to the National Intellectual Property Administration.

For arbitration applications, institutions already offering online processing are directly linked via page redirection, while clear offline guidance is provided for those not yet online, ensuring "maximum online capability with smooth offline backup."

Third, key scenarios are precisely covered. The integrated service closely aligns with Jiangxi's "1269" industrial development goals and the high-quality development needs of enterprises, supporting joint applications for high-value patent cultivation projects from industry, academia, and research institutions.

Rights protection assistance offers public consultation and infringement determination references for entities within the province or enterprises where infringement disputes occur locally.

Geographical indication special mark applications support the standardized development of regional characteristic brands.

Arbitration applications connect with provincial arbitration institutions, providing efficient and convenient dispute resolution channels.

All four services are free of charge except for arbitration acceptance fees, effectively reducing the cost of intellectual property protection for enterprises.

Moving forward, the Jiangxi Provincial Market Supervision and Administration Bureau and the Provincial Department of Justice will strengthen inter-departmental coordination, technical support, and promotional efforts to continuously optimize platform functions and service processes, thereby enhancing the sense of gain and satisfaction among enterprises and the public.

Simultaneously, relevant departments across localities will intensify policy interpretation and publicity through various channels to increase public awareness of "One-Stop Intellectual Property Protection."

They will actively solicit opinions and suggestions from enterprises and the public, continuously refining work processes and system performance to inject stronger innovative momentum into Jiangxi's high-quality development with high-quality and efficient intellectual property government services.
