China's Grain Reserves Chief Affirms Stable Domestic Food Supply Amid Global Uncertainty

At a press conference on September 21st, the State Council Information Office outlined the nation's strategy for safeguarding the "granary of the nation," with officials detailing the country's robust food security framework.

Liu Huanxin, head of the National Food and Strategic Reserves Administration, highlighted growing global risks, including the El Ni帽o phenomenon intensifying and geopolitical tensions disrupting shipping lanes and inflating fertilizer costs, which collectively raise production expenses and heighten worldwide food insecurity.

While international grain markets experience varying degrees of turbulence, China's domestic food market holds exceptionally steady, with dependable security guarantees. The country's production resilience stems from solid output stability, largely attributed to effective agricultural support policies that have consistently upgraded comprehensive grain production capacity across the vast territory, allowing regional surpluses to offset local shortfalls.

Since 2015, annual grain output has stayed above 650 million tons, crossing the 700 million-ton threshold in 2024 and reaching 715 million tons in 2025. This corresponds to a per-capita grain availability exceeding 500 kilograms, well above the global average and cementing a strong material foundation for national food security.

On the storage side, China has developed an integrated system that encompasses both government-managed and corporate reserves, with the former split into central and local tiers. During the 14th Five-Year Plan period, storage structures were optimized, layouts refined, and safeguarding capabilities enhanced, resulting in a grain stock-to-consumption ratio significantly higher than the internationally recognized 17%-18% safety threshold. Should market irregularities emerge, the government can deploy storage operations to balance supply and demand, thereby stabilizing prices.

China's grain processing sector underscores the system's full-chain robustness. With roughly 24,000 businesses involved in finished grain and oil processing, food and condiment brewing, feed production, and deep processing, the industry generates an annual industrial output surpassing 4 trillion yuan. Notably, over one-third of the country's provinces each boast grain processing outputs exceeding 100 billion yuan. The capacity to produce flour, rice, and edible oil is more than sufficient to satisfy the nation's consumption needs.
