Beijing Unveils "Token Economy Ten Measures" to Build High-Standard Token Factories

Beijing has officially released a new action plan aimed at cultivating new growth drivers for the token economy. The "Beijing Action Plan for Accelerating the Development of the Token Economy (2026-2028)", published on the 18th, outlines a comprehensive strategy to strengthen production-side supply, build high-standard token factories, and integrate token distribution platforms into the new type of infrastructure layout. The plan also emphasizes cultivating a consumer-side ecosystem and expanding token application scenarios.

Tokens, the fundamental units of measurement used by large language models to process information, are at the core of this initiative. The action plan introduces ten specific measures covering a wide range of areas, including the construction of token factories, research on key core technologies, token quality evaluation, token distribution platforms, the cultivation and application of intelligent agents, the core software ecosystem for these agents, overseas service capabilities, data ontology technologies, and the training of token engineers.

Under the plan, Beijing will establish high-standard token factories, setting a city-level grading and evaluation criteria that includes key technical indicators such as model adaptation counts, token throughput speed, first-token latency, cache hit rate, and power usage effectiveness (PUE). The city will also optimize the provision of essential resources like land, energy quotas, and communication networks to support these facilities, with specific backing for token factories that demonstrate industry leadership.

"Token factories possess platform distribution attributes and represent the frontline for external applications. In the future, data applications, models, and intelligent agents will be carried on the general services built on these factories, and they could become one of the primary growth points for the future intelligent economy," said Zhang Jinrui, Director of the Digital Industry Division at the Beijing Municipal Bureau of Economy and Information Technology.

Focusing on breakthroughs in key core technologies, Beijing will intensify efforts in foundational model research to push the limits of model intelligence. The city will support the adaptation and optimization of models and chips, including research on specialized inference chips, model lightweighting, and edge deployment technologies. Additionally, it will build and utilize intelligent computing resources at a high level to comprehensively enhance token production capacity.

To broaden the application scenarios for tokens, Beijing is encouraging collaboration among key players such as internet platform companies and intelligent agent service providers. The goal is to drive the large-scale deployment of intelligent agents in fields like information consulting, commercial services, and lifestyle services. The plan also focuses on opening up agent application scenarios in key sectors, including industrial manufacturing, scientific research, biomedicine, and education, to foster a batch of representative benchmark projects and promote industry-specific token application services.

"We will also provide integrated solutions for open-source model adaptation, agent deployment, development toolchains, and computing power services to countries involved in the Belt and Road Initiative and global emerging markets. At the same time, leveraging the international cooperation network of the Global Digital Economy Cities Alliance, we will drive the implementation of multilingual token technology solutions," Zhang Jinrui added.
