Holiday Price Protection Announced for Jieyang Consumers: New Guidelines Target Hotels, B&Bs, and Dining Services

As the 2026 Mid-Autumn Festival and National Day holidays approach, the Jieyang Municipal Market Supervision Administration has issued a formal reminder to all tourism-related businesses, including hotels, B&Bs, and catering operators. The directive aims to standardize market pricing behaviors and safeguard the legitimate rights of consumers, while also enhancing the quality of life for residents and visitors during the holiday period.

First and foremost, all business entities are required to strictly adhere to legal regulations, operate with integrity and compliance, and uphold social morality and commercial ethics. They must strengthen price self-discipline and engage in fair and orderly competition. It is mandatory to implement clear price labeling, ensuring that price tags are comprehensive, with accurate and legible content, correct product-tag correspondence, and prominent display. Prices must be adjusted promptly when changes occur, and no operator is permitted to sell goods or provide services at prices exceeding the labeled rates, nor to charge any fees not explicitly stated. For those selling products or services through online channels, clear labeling must be displayed on the web pages in the form of text, images, or other formats.

Focusing on consumer concerns, the administration has outlined specific price behavior standards for the accommodation sector. Hotels, B&Bs, and similar operators must manage their operations properly, clearly indicating room rates, check-in and check-out times, and service details in both physical premises and on online booking platforms. Deceptive practices such as fabricated original prices, false discounts, or ambiguous pricing to mislead or defraud consumers are strictly forbidden. Collusion to manipulate market prices, spreading false inflation information, hoarding supplies, or driving up room rates excessively are also prohibited. Once an order is confirmed, operators must honor their price commitments and cannot unilaterally cancel bookings, refuse accommodation, increase prices, or alter service content without cause. For any "strikethrough pricing," the listed original price must be authentic and based on verifiable data; using fictitious prices without transaction records or comparable references as a baseline is strictly disallowed.

For the catering industry, all operators must clearly label the pricing units, unit prices, specifications, and other relevant information for all dishes, beverages, and additional services. Price lists should be complete and prominently displayed, eliminating any vague or false pricing. In cases where payment is made after consumption, a detailed settlement list must be provided to the consumer prior to payment, fully itemizing the consumption items, quantities, unit prices, and total amount, thereby safeguarding consumer rights to information and supervision. For takeout or packaging services, fees such as packaging and utensil charges must be separately labeled. Any price changes should be reflected immediately in the labels, and no undisclosed fees can be charged.

Beyond accommodation and dining, other tourism-related services are also covered. Scenic areas, travel agencies, and cultural tourism operators must publicly display prices for admission tickets, sightseeing buses, guide services, and any applicable discounts or preferential policies at ticket windows and on online platforms. They must comply with government-set or government-guided pricing regulations, and it is forbidden to arbitrarily add fee items or raise prices under disguised forms. Tourist shopping venues are expected to operate honestly, avoiding false advertising and price fraud.

Finally, the market supervision authority urges all relevant operators to proactively respond to these guidelines, engage in self-inspection and rectification, and actively accept social supervision. The regulatory bodies will intensify price monitoring and take legal action against any violations of market pricing rules.
