Hunan Provincial Party Committee Organization Department recently issued a pre-appointment public notice for provincial-level managed officials, revealing that Zhou Hui, currently Deputy Party Secretary, Vice Chairman and President of Bank of Hunan, is proposed for "further use."
In November 2022, Huarong Xiangjiang Bank was renamed Bank of Hunan, with its equity relationship shifting from being dominated by AMC company China Huarong (now CITIC Financial Asset) back to the Hunan local government. Zhou Hui, then Deputy Director of the Hunan Local Financial Supervision and Administration Bureau, was appointed as the first President of Bank of Hunan, working alongside Huang Weizhong, who also came from a financial regulatory background, to jointly manage this provincial-level city commercial bank.
This personnel adjustment marks the first change in core senior management since Bank of Hunan was officially inaugurated more than three years ago. The latest data shows that as of the end of June 2026, Bank of Hunan's total assets exceeded 650 billion yuan, an increase of approximately 200 billion yuan compared with the end of 2022. According to Wind, by scale ranking, Bank of Hunan ranks 26th among more than 100 city commercial banks nationwide, placing it in the upper-middle tier.
However, similar to the pressures faced by most small and medium-sized banks, under the industry environment of low interest rates and low interest spreads, Bank of Hunan's operating revenue in 2025 shrank compared with 2022, the year of its renaming, while net profit grew. In the first half of this year, Bank of Hunan reversed the situation of dual declines in both revenue and net profit for the full year of 2025, achieving operating revenue of 5.901 billion yuan, up 5.33% year-on-year, but net profit only edged up from 1.943 billion yuan in the same period last year to 1.953 billion yuan.
Fu Yifu, a special researcher at Sushang Bank, told reporters that the value of small and medium-sized banks lies not in scale but in "geographic embeddedness." They are the capillaries of regional capital circulation and the key point for the last mile of policy implementation. Logically, small and medium-sized banks should not aim to become bigger and stronger, but rather deeper and more thorough, transforming geographic advantages into differentiated capabilities and sustainable profitability to become irreplaceable in the regional financial landscape.
A "Post-70s" Scholar-Type President Proposed for "Further Use"
The pre-appointment public notice issued by the Hunan Provincial Party Committee Organization Department shows that Zhou Hui is proposed for "further use," with the public notice period from September 24 to October 9, 2026. Bank executives with rich academic backgrounds are not uncommon, and Zhou Hui is one of them.
His resume shows that Zhou Hui was born in January 1971 and holds a doctorate in management from Zhongnan University of Economics and Law, as well as dual postdoctoral positions at Peking University's School of Economics and the Institute of Finance under the Chinese Academy of Social Sciences. He worked in academia early in his career, serving as a lecturer at Zhongnan University of Economics and Law and an associate professor at Zhejiang University of Finance and Economics, before moving into the financial industry. He served as Assistant President and Vice President of First Capital Securities, Vice President, President and Director of Fortune Securities, and concurrently as Chairman of Fortune CLSA Securities Co., Ltd.
In 2013, Zhou Hui transitioned from the securities industry into government service, serving as a member of the Party Leadership Group and Deputy Director of the Hunan Provincial Government Financial Work Office. In 2018, he was appointed as a member of the Party Leadership Group and Deputy Director of the Hunan Local Financial Supervision and Administration Bureau, during which he also served as a member of the Standing Committee of the Xiangtan Municipal Party Committee and Vice Mayor, responsible for Xiangtan's financial affairs, state-owned asset supervision and enterprise reform, and assisting in preventing and resolving local debt risks.
Bank of Hunan's predecessor was Huarong Xiangjiang Bank, established in 2010. In June 2022, a consortium formed by Hunan Caixin Financial Holding Group Co., Ltd. and Central Huijin Investment Ltd. acquired 40.53% equity held by China Huarong in the bank for 11.981 billion yuan. In November of the same year, Huarong Xiangjiang Bank was renamed Bank of Hunan, and Zhou Hui was appointed as its first President, returning to a financial institution.
From his resume, Zhou Hui spans academia, securities, financial regulation and banking, making him a typical scholar-type senior executive. He has led projects funded by the National Natural Science Foundation and the National Social Science Fund, as well as provincial and ministerial-level major research projects, and has published multiple works including "Research on China's Counter-Cyclical Financial Regulatory Mechanism" and "Research on China's Monetary Policy Regulation and Financial Risk Prevention—Also on Financial Market Development."
In his 2012 book "Research on China's Counter-Cyclical Financial Regulatory Mechanism," Zhou Hui pointed out that macro-prudential regulation is a systematic project, and counter-cyclical regulation, as a core component of macro-prudential regulation, will also be a lengthy process in its specific implementation in China. However, under today's economic system and financial environment, implementing counter-cyclical regulation is urgent. Only by establishing a counter-cyclical regulatory system covering the entire financial system and encompassing all types of financial institutions in China can effective prevention of systemic risks in China's financial institution system be achieved.
Regarding Zhou Hui's next move, a reporter called relevant personnel at Bank of Hunan but received no comment as of press time. Bank of Hunan recently appointed a new Vice President, and its current senior management team consists of "one President and two Vice Presidents." According to Bank of Hunan's 2025 annual report, its senior management team had five members: President Zhou Hui, Vice Presidents Li Xinhua and Tan Shujun, Chief Auditor Wang Yong, and Board Secretary Tang Jun. According to information disclosed on the bank's official website on September 8, Li Xinhua, born in 1966, has stepped down as Vice President, and Zhang Wei from the Agricultural Bank of China system has taken up the position of Vice President, with his qualification approved by the Hunan Financial Regulatory Bureau on September 1.
Bank of Hunan's current Party Secretary and Chairman is Huang Weizhong, aged 58, born in January 1968. Similar to Zhou Hui, Huang Weizhong also has a financial regulatory background. In 2020, he was "parachuted" from Tianjin Rural Commercial Bank to Huarong Xiangjiang Bank as Chairman. On December 30, 2022, the Hunan provincial government appointed Huang Weizhong as Chairman of Bank of Hunan. Information disclosed on the official website of the National Financial Regulatory Administration shows that in May 2020, the former Hunan Banking and Insurance Regulatory Bureau approved Huang Weizhong's qualification as Chairman of Huarong Xiangjiang Bank. Apart from this, the reporter could not find updated appointment information for him on the National Financial Regulatory Administration's official website.
On June 1 of this year, due to the expiration of terms or resignation of some directors, Bank of Hunan's board meeting approved the recommendation of several director candidates including Zhou Hui for election by the shareholders' meeting. Three directors—Huang Weizhong, Lin Yuan and Li Shihui—were elected in December 2024 and their terms have not yet expired, so they were not included in this by-election.
Revenue Shrank Last Year, Five-Year Listing Goal Difficult to Achieve
Currently, Hunan Province has only two city commercial banks: Bank of Hunan and Bank of Changsha, which is already listed on the A-share market. The latter's latest scale has exceeded 1.3 trillion yuan, more than double that of Bank of Hunan. In February 2023, at Bank of Hunan's inauguration ceremony, Hunan Province set goals for the bank's future development, striving to achieve total assets exceeding 750 billion yuan within five years, with deposit and loan balances exceeding 500 billion yuan and 450 billion yuan respectively, ranking among the top 20 city commercial and joint-stock banks nationwide in various operating indicators, and becoming a listed bank.
Wind data shows that in the three years since its inauguration, Bank of Hunan's total assets grew from 448.723 billion yuan at the end of 2022 to 621.675 billion yuan at the end of 2025. As of the end of June 2026, the bank's total assets further increased to 652.521 billion yuan, up 4.96% from the beginning of the year, with total deposits and loans and advances balances of 401.309 billion yuan and 350.228 billion yuan respectively, up 8.62% and 6.72% from the beginning of the year.
However, in terms of the bank's revenue and profit performance, it has been nearly stagnant over the three years, with revenue even shrinking. In 2022, Bank of Hunan's operating revenue and net profit were 10.929 billion yuan and 3.086 billion yuan respectively. In 2025, its operating revenue was 10.868 billion yuan, while net profit grew to 3.318 billion yuan. In the first half of this year, Bank of Hunan achieved operating revenue of 5.901 billion yuan, up 5.33% year-on-year, and net profit of 1.953 billion yuan, up 0.56% year-on-year.
Breaking down the revenue composition, net interest income in the first half was 4.506 billion yuan, its main source of income, up 6.15% year-on-year. However, the growth was more attributable to cost management on the liability side, with interest expenses decreasing 7.15% year-on-year, while interest income still declined during the same period.
In terms of asset quality, thanks to significant non-performing asset disposal efforts in recent years, Bank of Hunan's non-performing loan ratio has been on a relatively stable downward trend. From the end of 2022 to the end of 2025, the bank's non-performing loan ratios were 1.89%, 1.75%, 1.65% and 1.69% respectively. As of the end of June this year, the bank's non-performing loan ratio was 1.72%, up 0.03 percentage points from the beginning of the year.
In terms of loan deployment, a significant portion of Bank of Hunan's corporate loans is concentrated in real estate-related industries. As of the end of 2025, the construction industry loan balance was 50.411 billion yuan, accounting for 14.92% of the bank's corporate loans; the real estate industry loan balance was 12.416 billion yuan, accounting for 3.68% of the bank's corporate loans, both up compared with the same period in 2024.
The latest rating report released by China Chengxin International Credit Rating shows that since 2026, the credit risk of some customers of Bank of Hunan has continued to be exposed. As of the end of June, both the non-performing loan balance and non-performing loan ratio had increased from the beginning of the year. The bank's existing non-performing loans are mainly concentrated in real estate-related industries, wholesale and retail trade, and manufacturing. The top ten non-performing loans together account for 30.42% of total non-performing loans, with collateral as the main guarantee method. However, due to the large amount of individual loans, disposal faces certain uncertainties.
In August this year, Bank of Hunan held its 2026 mid-year business management work meeting and inspection and audit rectification meeting, clarifying its work priorities for the second half of the year, including advancing the two major transformations in industry and retail, increasing the proportion of manufacturing, technology and green credit, focusing on non-interest income growth, interest spread management and cost reduction and efficiency improvement, enhancing capital use efficiency and management effectiveness, implementing precise measures to resolve existing risks and control incremental risks, and continuously improving asset quality.
Fu Yifu told reporters that the current difficulties in small and medium-sized bank IPOs are superficially about financial indicators, but deeply about governance and sustainability. Regulators focus on clear equity, standardized related-party transactions, authentic asset quality, profitability not dependent on subsidies, and controllable regional concentration; the market worries about growth ceilings, narrowing interest spreads and asset quality fluctuations.
Fu Yifu analyzed that listing can supplement core capital, but external blood transfusion cannot replace internal blood generation. Logically, internal blood generation first requires improving risk pricing and doing genuinely well-priced small and micro finance; second, pursuing light-capital transformation by developing intermediary business and wealth management to reduce capital consumption; third, fine-tuned management by controlling costs, stabilizing dividends and retaining more earnings to convert profits into capital. At the same time, optimizing the business structure, reducing the proportion of high-risk assets, and exchanging asset quality for capital savings. External supplementation addresses "whether it is enough," while internal accumulation determines "whether it lasts long," and the two form a sustainable capital cycle.
