Wall Street projects U.S. debt ceiling will be hit in February, with "X date" possibly arriving before end of 2027

The U.S. debt ceiling issue is once again drawing close. Major Wall Street financial institutions expect the U.S. Treasury to reach the statutory borrowing limit of $41.1 trillion as early as February this year, at which point it will have to rely on extraordinary accounting measures to keep the government running, while the true moment when funds run out 鈥?the so-called "X date" 鈥?is projected to fall between August and November 2027.

On November 6, according to Bloomberg, strategists at Bank of America, Barclays and Morgan Stanley all pointed out that the Treasury's latest financing estimates show net borrowing of about $800 billion from January to March this year, which, combined with the current high cash balance level, will sharply pull forward the date of hitting the debt ceiling to mid-to-late February. Bank of America had previously forecast a ceiling breach around May.

U.S. government debt is currently less than $800 billion away from the $41.1 trillion ceiling. Data released by the Treasury last week also showed that it aims to maintain a cash balance of $1 trillion at the end of March, setting a record for a quarter-end target.

This arrangement of holding a high cash reserve means the remaining borrowing capacity will be consumed at a faster pace. Before Congress reaches an agreement on whether to raise or suspend the debt ceiling, the Treasury can secure roughly $300 billion to $350 billion in additional room through extraordinary measures to temporarily avoid the risk of default.

Rising cash balances accelerate the approach to the ceiling

The Treasury's decision to set a quarter-end cash balance target of $1 trillion reflects a structural shift in its financing strategy.

Strategists noted that the Treasury has recently increased its reliance on short-term Treasury bills to meet government spending and deficit financing needs. Because Treasury bills mature frequently and generate large cash outflows, officials tend to hold a larger liquidity buffer, which in turn consumes the remaining statutory borrowing capacity at a faster rate, significantly moving forward the date of reaching the ceiling.

Under the baseline assumption that Congress takes no action on the debt ceiling, the institutions' specific judgments on the timing of the "X date" are as follows:

Bank of America expects the "X date" to be November 2027, but warns that as early as August 2027 the Treasury could face an "uncomfortably urgent situation";

Barclays' baseline forecast is late August to early September 2027, and it specifically points out that the September tax season is crucial 鈥?if tax receipts are abundant, the Treasury's cash runway could extend into October, making the timing uncertainty "particularly pronounced";

Morgan Stanley expects the Treasury to exhaust extraordinary measures by the end of the third quarter of 2027, and postpones the timing for increasing coupon-bearing Treasury auction sizes to November of that year;

SMBC Nikko Securities America believes that because borrowing capacity will recover somewhat in April and May, the Treasury may delay activating extraordinary measures until June and exhaust its cash in September or October.

Political deadlock risks cannot be ignored

The political backdrop of the debt ceiling negotiations also deserves attention.

Democrats winning a majority of seats in Congress increases the possibility of a prolonged standoff with Trump over government borrowing.

Fitch Ratings warned last month that this situation will raise the probability of "brinkmanship" between the two sides, unless the outgoing Republican-led Congress can complete legislation to raise or suspend the debt ceiling before the end of its current term.

For investors, the direction of the debt ceiling negotiations will directly affect the supply pace of short-term Treasury bills, money market liquidity and credit expectations for dollar assets, and its market impact should not be underestimated.
