Focus should be placed on cultivating fusion energy industrial clusters, systematically organizing "spin-off" technology projects, precisely conducting scenario matching and "dual recruitment," and rapidly forming industrial agglomeration effects. Institutional and mechanism innovation should be deepened, using reforms to stimulate market vitality, attract more social capital participation, and promote mutual empowerment of technology, industry, and capital.

**Analysis:** Fusion energy, known as the "artificial sun," possesses numerous advantages including abundant fuel supply, safety and reliability, environmental cleanliness, high energy density, and obvious economic benefits, making it viewed as humanity's most ideal "ultimate energy source." Currently, major global nations have begun actively promoting the commercial development of controlled nuclear fusion. According to the "2025 Global Fusion Industry Report" released by the Fusion Industry Association (FIA) in July this year, global fusion industry total investment has reached $9.766 billion to date, representing an increase of over 414% compared to 2021. Major technology companies like Microsoft have joined the race, igniting a global "race to the sun."

In recent years, nuclear fusion has been incorporated into China's future industry strategic layout. For example, "Opinions on Complete, Accurate, and Comprehensive Implementation of New Development Concepts for Carbon Peak and Carbon Neutrality" and "Carbon Peak Action Plan Before 2030" explicitly require active promotion of controlled nuclear fusion technology research. In 2024, the Ministry of Industry and Information Technology and six other departments jointly released "Implementation Opinions on Promoting Future Industry Innovation and Development," clearly proposing to strengthen key core technology research in future energy represented by nuclear fusion. This policy signal has been viewed as "sounding the charge for China's controlled nuclear fusion to move toward practical application."

In this competition concerning future energy landscape, Anhui and Hefei possess obvious advantages. As a comprehensive national science center, relying on major national scientific and technological infrastructure such as EAST and BEST, Hefei has become the city with the most concentrated large-scale scientific installations in the global nuclear fusion field. Previously, Anhui explicitly stated its intention to actively create three major scientific innovation highlands: "quantum information, fusion energy, and deep space exploration." In Hefei's "6+5+X" industrial cluster, fusion energy is a future industry track that Hefei focuses on developing. Currently, Hefei has gathered over 70 fusion energy industrial chain enterprises, covering the entire industrial chain from upstream superconducting wire production, midstream main equipment manufacturing and engineering construction, to downstream design operators. The Wuhan-Yichang section is located within Hubei Province, starting from Wuhan, passing through Tianmen and Jingmen, and ending in Yichang, with a main line length of 313 kilometers and a design speed of 350 km/h.
