The Ministry of Commerce, along with six other government departments, has formulated a specialized action plan to combat illegal recycling and dismantling of end-of-life motor vehicles. This initiative aims to strengthen supervision within the scrapped vehicle recycling sector, crack down on unauthorized dismantling operations, and foster standardized and orderly industry development.

The action plan, developed in accordance with existing regulations including the "Administrative Measures for the Recycling of End-of-Life Motor Vehicles," focuses on addressing prominent issues within the industry. Relevant departments across all regions are instructed to adopt a problem-oriented approach, improve collaborative regulatory mechanisms, rigorously combat illegal activities related to end-of-life vehicle recycling and dismantling, and standardize the business conduct of licensed recycling enterprises.

The objectives of this special campaign include enhancing the standardized operation levels of recycling companies, continuously increasing the proportion of legally recycled vehicles relative to total vehicle deregistrations, effectively curbing illegal recycling and dismantling activities, steadily improving the recycling and reuse rate of vehicle components, and ultimately promoting the high-quality development of the end-of-life vehicle recycling and dismantling industry.

In addition to the automotive focus, the guidelines also instruct local authorities to concurrently address the standardization of recycling processes for other key materials, specifically photovoltaic modules and wind turbine blades.
