Hong Kong's Joint Working Group on Commodity Trading Holds Inaugural Meeting to Accelerate Building of International Commodity Trading Ecosystem

According to Zhitong Finance APP, on September 30, the "Joint Working Group on Commodity Trading" (the Working Group), led by Secretary for Financial Services and the Treasury Christopher Hui, held its first meeting. The 2026 Policy Address proposed the establishment of the Working Group, with the Hong Kong Financial Services and the Treasury Bureau, together with financial regulators, conducting a comprehensive review of market opportunities and cross-exchange cooperation opportunities. At today's inaugural meeting, the Working Group held in-depth discussions on the policy direction and objectives for developing commodity trading, and explored important areas such as market trends and Hong Kong's development potential. The Working Group will continue to further follow up on various priority projects, with a view to formulating a clear and well-defined development roadmap to build an internationally competitive commodity trading ecosystem for Hong Kong.

Christopher Hui said: "As the global commodity market landscape undergoes profound changes, while consolidating Hong Kong's existing financial market advantages, we are also proactively opening up new growth points. Leveraging its unique advantages under 'one country, two systems' of being backed by the motherland and connected to the world, Hong Kong is taking gold as an entry point to accelerate the building of an international commodity trading ecosystem, aligning with the national 15th Five-Year Plan. The Working Group will implement the strategic deployment of the Hong Kong Special Administrative Region's Five-Year Plan for Economic and Social Development (2026-2030), and build Hong Kong into an international commodity hub integrating trading, clearing, warehousing, pricing and financing, so as to better serve the overall development of the country."

The list of Working Group members is as follows: Chairman: Secretary for Financial Services and the Treasury. Members: representatives of the Hong Kong Monetary Authority, representatives of the Securities and Futures Commission, representatives of the Hong Kong Insurance Authority, representatives of Hong Kong Exchanges and Clearing Limited. Representatives of other relevant policy bureaux and departments, as well as institutions such as the Hong Kong Precious Metals Central Clearing System Limited, will attend meetings as needed.
