The worker community for the flight area of Shanghai Pudong International Airport's fourth-phase expansion project officially opened on August 6. Covering nearly 120,000 square meters, the facility has already accommodated over 1,000 airport construction workers. This community serves as a replicable model for refined management of large-scale project centralized living areas.

As a vital component of the flight area expansion, the project involves critical tasks such as runway systems, taxiway systems, and apron construction, which are now in a key phase of progress. Shanghai Airport Authority has aligned with the standards of a "new-era construction worker management home," emphasizing high living quality, comprehensive service provision, efficient governance, and a strong sense of belonging. Planning for the community began last year along Hebin West Road, encompassing both public utility and residential zones, with a maximum capacity of 4,000 workers. This marks the "version 2.0" of the worker community, following the launch of a similar facility for the terminal area expansion in July 2023, offering enhanced living conditions, improved amenities, and more refined management.

The community's cafeteria and supermarket provide services at affordable prices for workers. Developed jointly by Shanghai Airport Authority and eight participating construction units, the project received support from the Shanghai Municipal Party Committee's Construction and Transportation Work Committee, Pudong New Area authorities, and the Shanghai Airport Public Security Bureau. In terms of living environment, the residential area primarily features four-person rooms equipped with air conditioning and storage lockers, along with designated couple rooms, allowing for immediate move-in. Public spaces are clean, tidy, and landscaped, with proper waste sorting, fire safety equipment, and emergency exits. For amenities, a centralized "one-stop living service area" integrates dining, shopping, recreational, and convenience services, with barber shops and repair services available on demand. Supermarket prices for food, beverages, and daily necessities are more affordable than market rates, and regular health check-ups and anti-fraud awareness campaigns are conducted on-site.

During the launch ceremony on August 6, artists from the Shanghai Light Music Orchestra performed over ten programs, including solos, instrumental pieces, and jazz interactions, for the workers. In response to the ongoing hot weather, Shanghai Airport Authority and partners also distributed heatstroke prevention supplies. The community includes sports courts for the residents.

The centralized living area for construction workers at Pudong Airport's expansion project is a unique, large-scale community distinct from ordinary residential areas, yet it functions as a special unit within the city's grassroots governance system. To enhance workers' sense of happiness, fulfillment, and belonging, Shanghai Airport Authority initiated an innovative grassroots governance model in 2023, creating the airport worker community, which has now served over 8,000 workers. Currently, the authority has partnered with the Shanghai Municipal Major Project Office, Pudong New Area, public security, and urban management agencies to establish a cross-unit, cross-field, and cross-level party-building joint conference platform for the fourth-phase expansion. This platform integrates resources and breaks down the fragmented management of the eight construction units, forming a temporary community governance body with clear responsibilities and efficient coordination. The community's public areas are managed by a specialized, unified property management company, with detailed operational standards for security, fire safety, vehicle management, and daily services, further improving management efficiency and service precision. Additionally, the community has set up a "Zhengyi Space" police station in collaboration with the Shanghai Airport Public Security Bureau, focusing on public order and labor dispute mediation to proactively resolve conflicts and strengthen community safety. In 2025, this initiative was selected as one of Shanghai's first batch of new-era urban construction worker management homes, serving as a replicable model for refined management of large-scale project centralized living areas.
