China Mobile's Li Huidi Advocates for Strengthening Integrated Computing Power Networks and Fostering Innovative Computing-Electricity Synergy Models

At the 2026 (25th) China Internet Conference, held from July 8th to 10th at the Beijing National Convention Center, China Mobile Limited (CHL)'s Deputy General Manager and Party Leadership Group Member, Li Huidi, delivered a keynote speech. The conference's theme centered on leveraging digital and intelligent collaboration to chart a new development course.

In his address, Li Huidi highlighted that China Mobile Limited (CHL) has pioneered the industry's first IP network digital twin system. This innovation enables real-time, second-level perception of service status and the intelligent generation of scheduling solutions. It provides users with an optimal, congestion-free path that guarantees four key determinacies: latency, bandwidth, route, and quality.

Currently, the company's IP network has evolved into the industry's inaugural "lights-out factory" for network operations and maintenance. It autonomously schedules over 300TB of traffic daily, dramatically accelerating service provisioning and policy optimization from days to mere minutes. This advancement has significantly enhanced the user experience for highly sensitive applications such as video conferencing.

Proposed Initiatives for Collaboration

Li Huidi put forward three key proposals for collaborative industry advancement. The first is to deepen joint innovation in autonomous networks, accelerating the large-scale deployment of L4+ high-level autonomous networks to solidify and enhance China's leadership in standards and technological innovation.

The second initiative focuses on a concerted effort to tackle key technologies for next-generation communication networks. This aims to drive the development of networks that are more intelligent, green, and integrated, thereby seizing a commanding position in the global race for 6G information and communication technology.

Building a Unified Computing Infrastructure

The third and central proposal is for industry partners to join forces in constructing a robust, integrated computing power network. This involves innovating computing-electricity synergy models to develop AI data centers capable of rapid deployment, efficient operation, and low carbon emissions. The goal is to promote the large-scale, intensive, green, and inclusive development of computing resources.
