Policy Measures Unveiled for 2026 Chengdu Port Initiative to Boost Cross-Border Trade Facilitation

A new set of policy actions has been released, targeting the enhancement of cross-border trade efficiency at the Chengdu port by 2026.

The initiative, titled the "Policy Measures for the 2026 Special Action to Promote Cross-Border Trade Facilitation at Chengdu Port," was recently issued by the Chengdu Port and Logistics Office. Its core objectives are to deepen innovation in customs clearance and supervision models and to improve the efficiency of cross-border logistics and transportation.

Key Measures for Cross-Border E-commerce

The policy document outlines several key measures. It aims to facilitate the movement of cross-border e-commerce goods by promoting the formulation of a "Facilitated Transportation Plan for Cross-Border E-Commerce Goods," which will include simplified declaration procedures and other convenient measures.

Enhancing Small Parcel Export Capacity

To boost small parcel export capacity, the plan calls for accelerating the capacity upgrade and operational launch of the Shuangliu Airport International Express Center. It will deepen the application of the "Airport Fast Clearance" supervision model for cross-border e-commerce, aiming to achieve a "one-stop submission, one-time clearance, and one-time security check" for export goods and international express parcels.

Furthermore, the functional layout, facilities, and operational processes at the Tianfu International Express Center will be optimized to increase its processing capacity. The application of the "inspect first, load later" model for export LCL (Less than Container Load) shipments at railway ports will also be deepened to improve the consolidation efficiency for small parcel exports.

Piloting a Green, Low-Carbon Port

The policy includes a pilot project to develop a green, low-carbon port. This involves accelerating the promotion of a smart, unmanned nighttime logistics project at the railway port. The plan is to deploy electric and hydrogen-powered unmanned vehicles within the port area to replace traditional fuel-powered vehicles, thereby increasing the proportion of green energy usage at the port.
